Building Operations Manager

We are seeking a Building Operations Manager who is primarily responsible for delivering a quality and reliable Maintenance Service program to the Bloomberg School of Public Health (BSPH) facilities. The Building Operations Manager provides technical expertise to Facilities Maintenance and defines specific programs necessary to maintain the BSPH facilities in the most efficient and effective manner. This includes providing excellent customer service to students, staff and visitors. Additionally, the Building Operations Manager develops, updates and implements Facilities Maintenance programs, routines and schedules as necessary. Analyzes feedback and adjusts programs, schedules, and labor requirements accordingly. This position reports to the Assistant Director of Maintenance & Operations.

Specific Duties & Responsibilities

  • Support the academic mission and the school's commitment to sustainability by providing an attractive, safe and sustainable environment.

  • Hire, train, evaluate, and terminate staff as required.

  • Develop priorities and direct supervisors to achieve departmental programmatic and fiscal objectives.

  • Direct Supervisors in the management of workload to ensure a timely and quality response to requests for service.

  • Implement performance standards to meet service expectations and productivity measures to identify and track progress.

  • Continually assess performance through established building standards and applies corrective measures as required.

  • Assist individual supervisors as necessary with disciplinary actions.

  • Manage three budgets of approximately $4.5 million dollars. This includes oversight and reconciling expenses.

  • Ensure compliance with OSHA, BOCA, State and Federal regulations, and JHU safety standards for all work occurring in BSPH buildings.

  • Provide input to assist in preparation of the annual operating and capital budgets.

  • Oversee departmental support of events and work closely with the Special Events Team (SET).

  • Procure supplies and equipment necessary to maintain effective and efficient custodial programs.

  • Evaluate and makes recommendations on equipment, supplies and procedures.

  • Ensure that all Environmental Services activities and programs are accomplished in accordance with statutory requirements and regulatory guidelines.

  • Assist the Assistant Director in the development and implementation of fiscal strategy for achieving departmental goals.

  • Assist in identifying capital renewal projects on a fiscal year basis within a limited capital budget.

  • Review impact of the approved capital plans on Maintenance and adjusts programs accordingly.

  • Support safety programs for the continual maintenance of a safe workplace and a safety conscious staff.

  • Oversee parts, materials and equipment inventories to ensure adequate stocking levels.

  • Apply the collective bargaining agreement and resolves issues that may arise.

  • On-call at times and is expected to either physically or verbally respond to emergencies, depending upon the scope of the problem.

  • Perform annual performance evaluations.

  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor's Degree in Engineering, Business Management or other related field.

  • Minimum of five (5) years of related experience, including three (3) years of supervisory experience.

  • Must have a valid Driver's License.

  • Additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Current involvement with trade associations; APPA, IFMA.

Starting Salary Range: Min $59,962 - Max $105,300 Annually (Commensurate with experience)

If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
