Supervision Received: The Building Maintenance Supervisor receives general supervision from Director, Facilities & Operations and may receive various assignments from other Facilities & Operations leadership staff.

Direct Reporting Staff: Trades staff of 6-25 and Summer Workers

Salary:$2,498.32 Bi-Weekly

Working Conditions:

Building Maintenance Supervisors work under exposure to adverse weather conditions and environmental hazards such as noise, fumes, and gases. In the performance of duties one may be required to endure physical stamina and endurance alongside manual dexterity and the ability to lift and/or move heavy objects (up to 50 pounds) for prolonged periods of time; work from ladders, scaffolds and other elevated equipment; may be required to operate motor vehicles; work varied shifts, weekends, holidays, or nights, and may be subject to a standby (on call) work status.

General Statement of Duties:

The Building Maintenance Supervisor is a working supervisory position that also oversees Facilities operational staff to include but not be limited to: painters, electricians, carpenters, plumbers, and mechanics in the general care, maintenance, repair, alteration and security of state buildings and appurtenances; schedules work; performs inspections; makes recommendations of supplies and equipment needed; writes specifications for costs of repairs, remodeling or alterations to be completed by outside vendors.

Duties and Responsibilities:

Duties include but not limited to:

Essential:

  • Considered an essential employee in the case of weather or other facilities emergencies.
  • Schedules, assigns, and supervises maintenance and repair work to be completed by full-time/part-time maintenance employees and outside contractors, including but not limited to painters, electricians, carpenters, plumbers, and mechanics. Coordinate work with other Trade or University departments to complete required repairs.
  • Assists Director of Facilities and Operations with scheduling inspections and repairs to building systems including, but not limited to fire alarm, fire sprinkler, electrical, plumbing, architectural, life safety equipment such as generators, and all other systems pertaining to the maintenance, repair, and upgrade of University buildings.
  • Makes quality control inspection tours to ensure that buildings and appurtenances are properly secured and properly maintained. Identifies and assigns required repair work as necessary.
  • Monitors and manages the School Dude work order system. Processes new work order requests and route to the appropriate Trade Departments as required. Verify completion of work orders. Generate work order reports for distribution as required.
  • Manages departmental employee coverage and schedules. Approves employee time sheets and requests for leave. Assist with preparing employee evaluations.
  • Ensures staff maintain required safety training in compliance with University and OSHA regulations.
  • Performs work within licensed trade and may assist with snow and ice removal operations as required including the maintenance of parking lots, sidewalks, roadways, and building drainage systems.
  • Provides backup coverage for other Trade supervisors including oversight of power plant/HVAC and Grounds staff as required.
  • Writes specifications for and estimates the costs of repairs, remodeling or alterations to be completed by contract. Assists with soliciting quotes in compliance with MA procurement guidelines.
  • Requests quotes, prepares purchase requisitions for supplies and equipment, and assists in managing department operational budget. Prepares capital requests as necessary.
  • Acts as a liaison to auditors, engineering staff, city and state inspectors and other internal / external personnel engaged in activities related to buildings.
  • Reviews capital and operational project drawings and specifications and provides recommendations.
  • Manages inventory of supplies, equipment and other property required for the operation of assigned departments.
  • Maintains property accounts and records, schedules and conducts periodic inventories and prepares related reports.

Requirements:

Qualifications Required at Hire:

  • Knowledge of standard preventive maintenance procedures used in connection with building structures and heating, ventilation, and air conditioning, electrical, plumbing, locksmith, painting and grounds systems and processes.
  • Knowledge of the types and uses of handheld power tools such as drills, electric hand saws, and small hand tools such as hammers and wrenches.
  • Knowledge of the types and uses of small measurement devices such as levels, rulers, and steel squares.
  • Knowledge of the safety precautions and procedures followed in building maintenance.
  • Knowledge of the types and uses of equipment and materials used in groundskeeping work.
  • Knowledge of the methods and procedures used in the security of buildings and property.
  • Skill in the use of handheld power tools such as drills and electric hand saws, and small hand tools such as hammers and wrenches.
  • Skill in the use of small measurement devices such as levels, rulers, and steel squares.
  • Ability to understand, explain and apply the provisions of the laws, rules, regulations, procedures, guidelines, specifications, building codes, policies and standards governing assigned unit activities.
  • Ability to read and interpret documents such as plans, specifications, blueprints, and drawings.
  • Ability to follow oral and written instructions.
  • Ability to communicate effectively in oral expression.
  • Ability to give written and oral instructions in a precise, understandable manner.
  • Ability to establish and maintain harmonious working relationships with others.

Qualifications Acquired on Job:

  • Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.
  • Knowledge of the types and availability of public and private organizations used for the acquisition of supplies, materials, and equipment.
  • Knowledge of the principles, practices, and techniques of supervision.
  • Knowledge of the types and uses of industrial-type ventilating, air conditioning, heating and refrigeration systems, fire and sprinkler systems and water testing
  • Knowledge of the methods and techniques used in the maintenance of heating, air conditioning, electrical and plumbing systems.
  • Knowledge of the types and uses of medium and low-pressure boilers.

Minimum Entrance Requirements:

  • At least (A) three years of full-time, or equivalent part-time, experience in building maintenance, the major duties of which included (1) maintaining and/or repairing plumbing, electrical, heating, ventilating and/or air conditioning systems and/or (2) building custodial services and (B) of which at least one year must have been in a supervisory capacity.
  • Must possess a valid driver's license

Preferred Requirements:

  • At least 5-10 years' experience in building maintenance, the major duties of which included maintaining and/or repairing plumbing, electrical, locksmith, painting, heating, ventilating and/or air conditioning systems, with at least one year having been in a supervisory capacity.
  • Knowledge of state processes and procedures.
  • A valid MA Unrestricted Construction Supervisor License and/or equivalent MA professional trades license and OSHA 30.

Salary:

Salaries for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining agreements as well as state policies.
