PRIMARY PURPOSE OF JOB
The primary purpose of this position is to supervise all Building Maintenance Specialists and others performing maintenance duties as it relates to performing preventative and reactive maintenance on designated building systems to ensure the safety, functionality, and comfort for staff, tenants, and the public.
Under the general supervision of the Buildings, Grounds & Parks Supervisor, the employee works independently on their assigned duties and responsibilities.
The Building Maintenance Supervisor is a management employee who assists and acts in a confidential capacity to the Building, Grounds, & Parks Supervisor, Public Works Director, Municipal Administrator, Assembly, and other department heads who formulates, determines, or effectuates management policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES
maintenance schedules, department priorities, and established levels of service
Conducts routine inspections of facilities, identifying maintenance needs, and safety hazards
Develops plans to address identified maintenance needs with the Buildings, Grounds & Parks Supervisor and other building maintenance staff
Coordinates with the Buildings, Grounds & Parks Supervisor in the development and implementation of a preventative maintenance program
Updates preventative maintenance schedules and facility information using computerized maintenance management software
Maintains clear and accurate records of completed work orders in electronic form
Updates operations and maintenance records relating to building maintenance status and progress
Evaluates completed work orders and holds maintenance personnel accountable for maintaining clear and accurate records
Responsible for and approves timesheets for the building maintenance staff
Responds promptly to emergency maintenance requests relating to building systems, including emergency response outside of work hours when on "on-call" status
Plans projects to address facility repairs and maintenance, including writing project proposals, reviewing budgets, receiving cost estimates, and coordinating work with building maintenance personnel and contractors
Purchases materials, equipment, parts, and supplies in accordance with approved procurement procedures
Prepare, monitor, and forecast annual budgets
Ensures that regulatory and safety policies are observed by building maintenance staff while performing their duties
Coordinates training and certification with the Buildings, Grounds & Parks Supervisor to ensure maintenance personnel gain the requisite competencies to perform their responsibilities
Operates snow removal equipment when required
Performs other duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Methods, practices, and techniques used in building maintenance and repair of buildings systems such as structural, HVAC, plumbing, and electrical
Building codes and regulations pertaining to public safety, health, accessibility, and sustainability
Safety regulation, protocols, principles, practices, and procedures relating to building maintenance
Skills:
Operating a personal computer using standard Microsoft software applications appropriate to assigned tasks, including Excel and Word and any customized software for asset maintenance management like CMMS
Operating building system controls, including HVAC and fire protection
Operating hand & power tools, machinery, and equipment
Read, interpret, and apply operational procedures, schematics, blueprints, and plans
Read, comprehend, instruct, and follow safety rules and regulations
Ability to:
Supervise others in a positive, productive and effective manner
Deal with a wide range of persons, including situations in which individuals may be upset or disagree with a decision
Prepare and present accurate and reliable reports containing findings and recommendations
Communicate well with others, both orally and in writing, using both technical and non-technical language
Understand and follow oral and written policies, procedures and instruction.
Use logical and creative thought processes to develop solutions according to written specifications and oral instructions
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines

MINIMUM QUALIFICATIONS
Graduation from high school or GED; and
Formal training, certification, or licensure in HVAC, carpentry, plumbing, electrical, or other trade relating to building systems; and
Substantial industry experience in the maintenance and repair of structures and various building systems within those structures; and
Supervisory experience, preferred; or
Any equivalent combination of experience, education, and training which provides the knowledge,
Skills, and abilities necessary to perform the work.
OTHER JOB REQUIREMENTS OR EXPECTATIONS
Possession of a valid Alaska driver's license
Possession of, or ability to obtain within 6 months of employment, first aid and CPR certification
Non-traditional hours of work may be necessary.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Working Conditions:
Works indoors about 80% of the time in designated buildings and structures
Works outdoors about 20% of the time, sometimes in inclement weather with related hazards
Specific Physical Requirements:
Frequent bending, stooping, kneeling, and crouching.
Frequent lifting, pushing, pulling, or carrying up to 50 pounds with or without assistance of proper equipment
Frequent physical movement (walking, standing, sitting) throughout the workday depending on operational needs.
General Physical Requirements:
Sufficient clarity of speech and hearing which permits the employee to communicate effectively
Sufficient vision which permits the employee to perform work duties safely and effectively
Sufficient manual dexterity which permits the employee to perform work duties safely and effectively such as working with hand tools and a keyboard
Sufficient physical mobility and reflexes which permits the employee to work in confined spaces and climb ladders, all while adhering to safety protocols in the inspection, operation and repair of designated building systems
