Performs advanced technical work inspecting building construction for compliance with approved plans and applicable city and state codes; assists in the review and evaluation of plans for compliance with applicable codes; does related work as required. A "Building Inspector II" is sub-classified as to trade qualifications as "Structural", "Electrical" or "Plumbing/Mechanical". An applicant for this position must meet all the education and experience requirements for the "Building Inspector I" position, hold or be eligible for additional license classifications, and have additional inspection work experience, all as noted below.

  • Inspects buildings in the process of construction, alteration or repair for compliance with applicable City, County, and State code requirements;

  • Ensures that materials are installed and that buildings are built in substantial compliance with approved plans and specifications;

  • Makes inspections on existing building for hazardous conditions; Where it is determined that hazardous conditions exist, issues appropriate notices and follows up to insure that the conditions are abated in accordance with the applicable codes and regulations;

  • Makes final inspections; issues warnings and stop-work orders as necessary where construction is not being made in compliance with regulations as to methods and/or materials; 

  • Assists in the review and evaluation of plans for compliance with applicable city and state codes;

  • Testifies in court on code violation cases.

  • Answers telephone inquiries from the public regarding codes and ordinances;

  • Answers questions from citizens, contractors, and builders; 

  • Prepares reports and maintains records of work performed;

  • Investigates complaints and takes appropriate action; follows up on same;

  • Assists in the review and evaluation of building plans for compliance with all applicable codes.

If assigned to the Building Recertification Program, essential functions include:

  • Monitors deadlines for submittal of recertification reports;

  • Ensures notices of submittal deadlines are prepared and timely issued;

  • Responds to technical questions regarding the program and its requirements;

  • Respond to complaints regarding building safety;

  • Observing building inspections performed by engineers;

  • Assist with the enforcement of code compliance;

  • Compile data and preparing reports related to Building Recertification Program;

  • Coordinate work with code compliance personnel, building inspectors, planning and zoning personnel, and other City staff;

  • Attends Permitting and Construction Review Boards and Special Magistrate hearings regarding building inspection and code compliance cases.

  • General knowledge of all types of building construction, building construction materials, construction methods and at least one area of technical expertise in either the structural, electrical, mechanical or plumbing fields; 

  • General knowledge of City and State building codes and related laws and ordinances; 

  • Ability to detect poor workmanship, inferior materials and hazards that endanger life and property; 

  • Ability to read and interpret plans, specifications and blueprints of ordinary complexity quickly and accurately and to compare them with construction in process; 

  • Ability to read, understand and interpret building codes and to assist in the evaluation of building permit application documents for compliance with those codes; 

  • Ability to communicate effectively with building owners, contractors, other city employees and the general public; the ability to enforce codes and regulations with firmness and tact; 

  • Ability to organize and write reports and to maintain paper and computer based records.

MINIMUM AND PREFERRED QUALIFICATIONS:

  • High School degree or equivalent required;

  • Six (6) years of experience in one (1) or more of the building construction trades required;

  • One (1) year of professional employment as an inspector employed by an agency with building code regulatory authority required;

  • State of Florida certification or registration as a contractor qualified to supervise and perform construction work in one or more of the technical sub-classifications or current licensure as an Architect or Professional Engineer in the State of Florida preferred.

CERTIFICATIONS / PROFESSIONAL LICENSES:

  • Possession of one (1) or more valid Standard Inspector Certifications in an appropriate sub-category from the State of Florida, Department of Business and Professional Regulation, Building Code Administrator's and Inspector's Board in accordance with the requirements of Florida Statute Chapter 468 required;

  • One (1) or more Standard Certifications required; or

  • Applicant must apply for and obtain a provisional certification within 90 days of employment, as a Plan Examiner in an appropriate sub-category from the same board.

Probationary employees who fail to obtain requisite provisional licensure within 90 days of employment may be terminated upon a determination by the Chief Code Administrator that provisional licensure is not forthcoming. Individuals employed on the basis of their ability to obtain one or more provisional plan examiners licenses shall remain in a probationary employment status until such time as at least one Standard Certification as a Plan Examiner is obtained or for a period of one year, whichever is longer.

SPECIAL REQUIREMENTS:

Possession of a valid State of Florida Class "E" driver's license.

ESSENTIAL EMPLOYEE DESIGNATION:

When normal operations of City departments are suspended or interrupted due to a declaration that a state of emergency exists, employees in this classification will be deemed essential by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work.

PHYSICAL AND ENVIRONMENTAL DEMANDS OR CONDITIONS:

  • Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like;

  • Moving self in different positions to accomplish tasks in various environments including tight and confined spaces;

  • Remaining in a stationary position, often standing, or sitting for prolonged periods;

  • Moving about within the immediate area to accomplish tasks;

  •  Moving from on worksite to another;

  • Adjusting or moving objects up to 40 pounds in all directions;

  • Communicating with others to exchange information;

  •  Repeating motions that may include wrists, hands, or fingers;

  • Operating a computer and other equipment using motions requires manual dexterity or fine motor skills;

  • Operating machinery and/or power tools;

  • Operating motor vehicles or heavy equipment;

  • Assessing the accuracy, neatness and thoroughness of the work assigned; 

  • Ability to observe details accurately and identify variances;

  • Life/Carry objects 40 pounds or less;

  • Push/Pull objects 40 pounds or less;

  • Working in a normal office environment with few physical discomforts;

  • Working in an area that is somewhat uncomfortable due to drafts, noise, temperature variation of the like;

  • Working in an area that is very uncomfortable due to extreme temperature, noise levels, or other environmental conditions;

  • Working in an outdoor area where exposure to animals, reptiles and/or insects may occur;

  • Working with equipment or performing procedures where carelessness would probably result in minor cuts, bruises, or muscle pulls.
