Position Summary

The Building Inspector II exists to examine commercial plans and construction documents prior to construction to ensure they have been designed to the standards set forth within the Minnesota building, plumbing, mechanical, accessibility, and energy codes, including state statutes and city ordinances.

The Building Inspector II collaborates with a team of inspectors, plans examiners, and program administration staff to perform inspections on residential and commercial construction projects, drives city vehicle to inspections, maintains all necessary records and monitors active projects. This position, responds to questions and complaints, interprets, explains, and provides guidance on codes to the public, contractors, design professionals, and collaborates with a team of inspectors, and administration staff.

Essential Duties and Responsibilities

  • Evaluate permit applications to ensure all necessary documents are submitted and processed correctly.

  • Examine commercial plans and construction documents submitted to ensure they have been designed to the standards set forth within the Minnesota building, plumbing, mechanical, accessibility, and energy codes, including state statues and city ordinances.

  • Calculate and apply fees per predetermined fee tables, completes forms to route applications to appropriate city staff.

  • Interpret, explain, and provide guidance on codes to the public, contractors, and design professionals. Responds to questions and complaints from the public, contractors, and design professionals.

  • Perform site inspections for new and existing residential and commercial construction projects to ensure State Building, Plumbing, Mechanical codes and city ordinances are being followed.

  • Create and maintain inspection activity records. Document results and issue detailed correction notices.

  • Meet with design professionals, researches problems and make code interpretations.

  • Collaborate with inspectors to ensure approved plans are being followed when construction begins.

  • Examine plans and construction document changes from design professionals and review alternate methods, materials, and designs submitted from design professionals to ensure they comply with the Minnesota Building Code.

  • Work collaboratively with various divisions and/or departments on special projects, work committees, or assigned projects.

  • Coordinate with various divisions and/or departments at the beginning and throughout the construction process to ensure code compliance is being achieved and customer service is being provided.

  • Participate in professional organizations, committees and boards for code development and city representation.

  • Assist the Building Official as required.

  • Perform other duties as assigned.

Minimum and Desired Qualifications

Education

  • High school diploma or GED equivalency

  • Specialized training in commercial plan review, building inspections or related field.

Experience

  • Three (3) years of work experience performing commercial plan review to assure commercial plans and construction documents have been designed to the standards set forth within the Minnesota state codes.

  • Previous experience as municipal inspector.

Licenses/Certifications

  • MN State Building Official Certification

  • ICC Plans Examiner Certification within six (6) months of hire

  • ICC Certified Mechanical Plans Examiner or Mechanical Inspector Certification within two years of hire

  • Valid and current Class D or higher driver's license

Equivalency

An equivalent combination of education and experience closely related to the duties of the position may be considered.

Knowledge, Skills and Abilities

  • Ability to handle diverse work schedules, complex code and construction projects, coordination of work schedule with tight time frames, diverse levels of education and knowledge due to the complexity and combination of codes required to perform the position.

  • Ability to evaluate permit applications.

  • Ability to conduct plan reviews to ensure all necessary materials are submitted, they comply with state building codes and city ordinances, and plan reviews are processed in an organized and timely fashion.

  • Working knowledge of the MN Building plumbing, mechanical, accessibility, energy codes and state statutes.

  • Ability to communicate effectively both orally and in writing.

  • Ability to safely conduct inspections at, above or below ground level construction sites.

  • Ability to deal with the unique diversity of personalities and special needs the customers poses often leads to tense and stressful conditions that require tact, personality, good judgment and technically precise answers delivered in a limited amount of time in a professional manner.

  • Ability to research new technology, materials, methods and products that relate to construction.

  • Ability to use and interpret building plans and use of a tape measure in the field.

  • Ability to recognize and resolve conflict in a professional and tactful manner.

  • Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction.

Desired Qualifications

  • Currently designated by the Department of Labor and Industry to have MN state Delegation for Plan Review.

  • ICC Plans Examiner Certification

  • ICC Certified Mechanical Plans Examiner or Mechanical Examiner Certification.

  • Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s).

Physical Requirements & Working Conditions

  • Prolonged periods of standing, bending, sitting, stooping, kneeling, and climbing.

  • Conducting field work and property inspections in all types of weather conditions for extended periods of time.

  • Possible exposure to hazardous equipment hazardous contaminants.

  • Office environment; exposure to computer screens; working closely with others, frequent interruptions.

  • Must be able to lift and carry or otherwise move 10 to 50 pounds regularly/occasionally.

Background Check

The City has determined that a criminal background check and/or qualifications check are necessary for this job title. Applicants are required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug & Alcohol Testing/Medical Examination

All job applicants must pass a pre-employment drug and alcohol test/medical examination once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Human Resources Department reserves the right to limit the number in any phase of the selection process.

Full-time, exempt, non-union position with the following schedule: Monday through Friday from 8:00 a.m. to 4:30 p.m. (may vary based upon business need.)

Core business hours are set by departments based on operational needs. Alternative schedules can be arranged, but must comply with the City's Alternative Work Arrangement policy.
