Job Title: Building Inspector II

Report to: Code Official

Salary: $34,196.00 - $40,273.00

Job Purpose

Responsible for the City-wide inspection to assure compliance with the State of West Virginia and City of Weirton Building and Property Maintenance Code, as well as inspection and enforcement of the City of Weirton's Codified Ordinances. This position is full-time employment with steady hours and generous benefits, including health insurance and enrollment in the West Virginia Public Employees' Retirement system.

Duties and Responsibilities - Not All Inclusive

  • Inspect, prepare reports, issue notices of violation and complete enforcement for compliance with adopted property maintenance code.

  • Prepare correspondence to property owners and/or contractors explaining violation of city codes and appropriate time frames for correction and follow up to assure compliance.

  • Make appropriate referrals to the City of Weirton's Building Enforcement Agency in regard to structures slated for demolition.

  • Prosecute violations and request appropriate Municipal Court action for violations of City Codes and Ordinances.

  • Provide GIS mapping for all City departments. Complete research at the appropriate courthouse in regard to property ownership, right of way, easements and other property issues.

  • Serve as staff the Building Enforcement Agency, International Property Maintenance Code, and International Building Code Appeals Boards.

  • Maintain a record for all complaints filed, actions taken and complaint resolution.

  • Maintain a record and process for all inspections completed based on a permit issuance.

  • Inspect new construction and ensure compliance with ICC and West Virginia State Fire Marshal standards.

  • Other related duties as assigned by the Code Official.

Qualifications

  • Applicant must be able to work independently, effectively, and efficiently.

  • Law enforcement experience, construction experience, and/or a degree in Criminal Justice is preferred, but not required.

  • Applicant is preferred, but not required, to have an Electrical License, Plumbing license, and/or HVAC license.

  • Must possess a valid driver's license.

  • Ability to drive City vehicle and be insured by the City insurance company.

  • Must pass a physical examination, including drug and alcohol screening.

Working Conditions

  • Work is performed in both an indoor and outdoor environment.

  • May be required to travel uneven terrain, work in trenches, climb ladders, encounter hazardous conditions, animals, and residents, and walk on steep slope roofs,.

  • May be exposed to heavy machinery, extreme weather conditions, and hazardous chemicals.

  • Visits to job sites include exposure to dust, extreme hot and cold temperatures, noise, and inclement weather in a construction zone environment with occasional exposure to hazardous work conditions.

  • Applicant must have the stamina to work long hours and overtime, if assigned, and must be willing to work an irregular schedule, attend evening meetings after working a full day, if necessary.

  • Overnight travel is required for training.

Requirements

  • Incumbent must have the mobility to visit City job sites on a regular basis.

  • Ability to stand for extended periods, walk, sit, climb, balance, stoop, kneel, crouch, crawl, reach and grasp.

  • Physically capable of moving about on construction and work sites, and under adverse field conditions.

  • Physically capable of accessing and entering confined spaces such as attics, basements, garages, structures, and crawl spaces.

  • Meet any required physical standards, as physical exertion is required in this position. Must be able to often lift and/or move up to 50 pounds and occasionally lift and/or move up to 50 pounds.

  • Applicant must become a certified inspector through the International Code Council (ICC).

  • Applicant must successfully become a Residential Building Inspector.

  • Ability and determination to pass four ICC exams by specified times during the first two years of employment.
