Job Description

Performs technical and administrative work supervising and participating in the enforcement of County and State building and related codes. The Building Inspections Supervisor plans, organizes, assigns, trains, and evaluates the work of Building Inspectors. This position also conducts difficult inspections on major and technically complex building projects and solves complex inspection problems. Does related work as required. Work is performed under limited supervision.

The hiring range for this position is from $68,910.40/year to $93,038.40/year based on experience.

The full salary range for this position is $68,910.40/year to $117,166.40/year to provide opportunity for growth and development.

Examples of Duties

  • Plans, organizes, schedules, assigns, trains, and evaluates the work of Building Inspectors who inspect residential and commercial buildings for compliance with State and local codes;

  • Reviews projects with Building Inspectors by conducting on-site joint inspections;

  • Solves complex inspection problems including code, regulations, departmental procedures interpretations, and disputes between builders and inspectors;

  • Coordinates inspections and projects between department sections, County departments, and other agencies;

  • Performs quality control of staff inspections in commercial and residential inspections;

  • May conduct difficult inspections on major and technically complex building projects, and checks plans and specifications for compliance with building codes;

  • Keeps abreast of changes in methods and materials used in the construction industry, and in laws, codes and regulations;

  • Prepares and/or coordinates the sections for employee training program covering code and technology changes;

  • Assists in developing inspection standards and departmental polices;

  • Advises and interprets codes, ordinances, and departmental policy to staff, engineers, contractors, architects, and the general public;

  • Acts on behalf of the Building Official or Deputy Building Official in their absence;

  • Keeps records and prepares technical reports;

  • Inputs, accesses, and analyzes data using a computer terminal;

  • Attends meeting and conferences;

  • May represent the department before boards, commissions, and judicial proceedings;

  • Performs related tasks as required.

Knowledge, Skills and Abilities

  • Thorough knowledge of Federal, State, and County building codes, ordinances, and administrative orders applicable to the building and construction trades;

  • Thorough knowledge of safety standards and construction methods;

  • Thorough knowledge of construction materials, methods, and tools;

  • Working knowledge of the techniques of building inspection including electrical, plumbing, mechanical, and structural work;

  • General knowledge of the principles and techniques of supervision and training;

  • Ability to plan, organize, schedule, and evaluate the work of technical employees;

  • Ability to supervise and train professional and technical employees;

  • Ability to interpret, explain, and advise on specific building codes, ordinances, and administrative order requirements;

  • Ability to establish and maintain an effective working relationship with property owners, developers, building contractors, and the general public;

  • Ability to understand complex mathematical formulas and complete structural load, and stress analysis using standardized tables;

  • Ability to conduct difficult inspections, assists in daily inspection when needed, enforce regulations, and detect deviations from approved plans and specifications;

  • Ability to analyze, interpret, and check complex building plans and specifications;

  • Ability to maintain construction inspection standards;

  • Ability to walk rugged terrain and climb through partially built structures;

  • Ability to write clear and concise instructions and reports;

  • Ability to speak effectively;

  • Ability to enforce regulations with tact and firmness;

  • Performs related tasks as required.

Education and Experience

Any combination of education and experience equivalent to an associate's degree, diploma or equivalent from a college, technical, business, or vocational school, and five years of residential and commercial construction and inspection experience, preferably in a lead or supervisory capacity.

Possession of a Combination Residential and Commercial Building Inspector certification by Virginia Department of Housing and Community Development (VDHCD).

Possession of Fire Prevention Inspector certification by VDHCD.
