Job Summary

The Building Facilities Project Manager is responsible for the Project Management within the Building Facilities Division. Manage and direct staff to meet goals and objectives related to the planning, design and delivery of new construction, remodeling, and general facility improvements to County buildings.

Develops replacement schedules and performs all contract and project bid related processes. Assists in the development, design and review of construction and remodeling activities with a goal of cost containment, maintainability, and compliance with specifications. Work with, coordinate, and occasionally assist outside contractors. Directly supervises the evening shift supervisor, office personnel, and custodians.

Essential Duties and Responsibilities

Manages the development, design and review of construction and remodeling activities with a goal of cost containment, maintainability and compliance with specifications.

Supports division budget preparation and management.

Directly supervises Building Facilities Supervisor, Office personnel, and Custodians.

Manages the planning of space utilization and layout of county facilities to utilize space efficiently.

Evaluates and assesses technology, materials, equipment and staff needs.

Maintain and update computer and paper files and records regarding activities.

Develop and maintain respectful and cooperative working relationships.

Regular and reliable attendance according to the department's work schedule.

Knowledge, Skills and Abilities Required

Ability to operate forklift, sidewalk sweeper, bucket tractor and utilize basic construction tools.

Broad understanding of overall county functions and their relationships to each other.

Considerable knowledge of facilities, facility mechanical systems, building construction, construction materials and methods, and systems maintenance.

Working knowledge of health and safety standards, laws, regulations and policies as related to governmental operations, facilities and grounds maintenance. Knowledge of OSHA and relevant Department of Labor laws and requirements.

Working knowledge of computer based electronic controls and maintenance management systems.

Knowledge of personnel policies and best practices and significant ability to supervise and direct the work of others.

Knowledge and ability to perform workplace analysis (ergonomic) and inspection.

Ability and skill in the use of various tools, materials, and equipment used in the repair and maintenance of buildings and grounds.

Ability to maintain accurate records and to prepare reports as required or assigned.

Ability to read and understand building blueprints, equipment manuals, and jail policies and procedures.

Ability to efficiently organize and schedule projects in order of importance.

Ability to understand and follow all security and safety procedures in both secure and public areas.

Ability to maintain confidentiality and data privacy.

Ability to independently handle assignments and problems except those requiring policy or procedural change.

Ability to use considerable analytic ability to evaluate and interpret guidelines, policies and procedures.

Ability to build effective working relationships within and across organizational boundaries to achieve goals and maintain positive relationships with staff, county officials, other departmental staff, contractors and regulatory agencies.

Minimum Qualifications

An individual must meet the minimum qualifications as stated below to qualify for this position.

Two years' post secondary education; AND

Three years' relevant work experience in mechanical, electrical, and facilities maintenance.

Valid MN Driver's license and a MN Class C Boiler License is required upon hire.

Supervisory experience is preferred.
