Performs difficult technical work and analysis in the administration and enforcement of the Virginia Uniformed Statewide Building Code along with other ordinances, regulations, and safety issues.

Essential Duties

Primary duties include assisting the Neighborhood Services Manager in the administration and enforcement of the Derelict Program and the Demolition Program. Other duties are as follows:

• Inspects and evaluates existing structures for determination of code compliance with the Virginia Building Maintenance Code, including determination of substandard and condemnable conditions;

• Conducts inspections of demolition sites, unsafe structures, building code and nuisance issues as defined by Code;

• Maintains accurate records, including strong emphasis on attention to detail for a variety of property cases;

• Assists the City Attorney's office and the Commonwealth's Attorney's office in preparing building code related court cases and testifies as an expert witness in court involving code compliance;

• Coordinates information related to cases and construction projects and shares with interdepartmental or intergovernmental disciplines, as appropriate;

• Coordinates with outside agencies and other community-based organizations including Legal Aid, Housing Authority, Billings and Collections, Social Services, Public Services, Fire Department, Police Department in regards to the Building Maintenance Code, Landlord Tenant Act, and City Code.

• Attends neighborhood organization meetings and community "walk throughs" to ascertain concerns related to residential and commercial structures;

• Participates in workshops and training for neighborhood organizations with regard to housing rehabilitation;

• Effectively explains city ordinances to property owners and citizens, verbally and/or in writing, relative to procedures of, the Vacant Property Program, the Derelict Program, the Demolition Program, the Building Maintenance Code and Nuisance Ordinances;

• Advise local Police Investigators and Vice Squad during investigations when building code issues are involved;

• Assists other Code Inspectors with erosion and sediment control, zoning or structural and building code issues, as needed;

ADDITIONAL JOB FUNCTIONS:

• Other duties to provide directly or indirectly, services to citizens as may be assigned.

• When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES:

This job has no supervisory responsibilities.

Minimum Education and Experience Required

EDUCATION AND/OR EXPERIENCE:

Experience in the building construction trade, real estate, or code compliance, a Bachelor's degree from a four-year college or university in related field and/or equivalent combination of education and experience.

Additional Requirements

Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City driving criteria.

Certificates issued from the Department of Housing and Community Development from training and examination as required to perform inspections in related fields within 18 months of hire.

Must successfully complete IS100 and IS 700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
