Join an exciting technology team responsible for Building Automation, Security Access Systems, and Video Management Systems. The Building Automation Technician position will manage, program, and monitor enterprise Building Automation System (BAS) to include local devices and controllers in the areas of HVAC, security access, video surveillance solutions and lighting controls through wide area network connection links back to an enterprise server, as well as provide administrative duties for Niagara, JACE Controller, BAS Controllers, Milestone VMS and Vykon Security Access. In addition, the position will provide full-service maintenance at all levels and troubleshooting at existing city Building Automation Technology, along with ensuring specifications of building automation system are met along with energy efficiency in all City of Raleigh new construction and renovation projects.

This position serves as the building automation technician specializing in the following technologies:

  • BACnet, Modbus, SNMP, Ethernet, IP, VLAN, DNS, DHCP and RTSP Protocols.

  • Power over Ethernet (POE)

  • Control system programming for AHU, chiller, boiler, cooling tower, central plant applications, rooftop, and VAV applications.

  • Vykon JACE Controllers, Niagara FOX Protocol, Niagara Framework IoT, Niagara N4 Workbench, and Niagara Network.

  • Electro-mechanical aptitude (based on previous experience and/or education) and user PC/software skills.

  • Windows Server, Virtualization, System Storage, NIC Teaming, Application Servers, Client/Server Architecture, SQL Server, IIS, and .Net.

  • Video Management Applications and IP Cameras..

  • Security Access System, Door Control Modules, Supervised Alarm Inputs/Output Modules, Card Reader, Wiegand Protocol, Credential Technology and Management, Video Intercom, Provisioning of Access Rights, Schedules, and Hardware.

  • Plans, schedules, and oversees maintenance, repairs and improvement work and operational activities of assigned area; conducts and oversees facility controls, service location and/or controls equipment inspections; assesses and determines need for equipment replacement or repair; ensures the adherence with applicable policies, procedures, safety standards and regulations.

  • Reviews and evaluates controls preventative maintenance programs and operating performance; recommends, develops, and implements program enhancements and procedures to maximize quality and effectiveness.

  • Investigates, analyzes, and resolves operational issues; responds to inquiries and complaints; interprets and explains policies and procedures; plans and implements adjustments, improvements, and solutions.

  • Perform VMS-related activities, including requirements gathering, data and solution analysis, solution design, sign-off and documentation, system configuration/conversion, change management, testing, solution validation, and training.

  • Monitors and administers control maintenance and service contracts; evaluates proposals; assists in negotiating contracts and vendor/contractor selection; reviews scope of work for projects and monitors progress and quality as specified within contracts.

  • Provides support in preparing and monitoring assigned budget; manages expenditures and inventory in accordance with operating budget.

  • Commissioning and verification testing to check, inspect, and test new installations of Building Automation Solutions, Security Access Systems, and Video Management Solutions.

  • Testing and monitoring all components of building automation and control networks for mechanical, electrical, and security camera and electronic access equipment.

  • Assisting HVAC technicians and providing troubleshooting of energy, air quality, safety and scheduling issues related to HVAC systems, controls and fire and safety devices.

  • Assisting contractors with inspections, installation and repair of controllers and mechanical equipment.

  • Monitor and verify contractor work to ensure quality control and test system operation before placing in a production environment. Determines if equipment meets design expectations, when to document discrepancies, and how to communicate findings promptly.

  • Monitoring energy efficiency of equipment and addressing the need to repair or replace equipment.

  • As a BAS Programmer, you will be pivotal in designing, implementing, and maintaining advanced building automation systems. Programming and configuring systems using Niagara and various controller platforms (Distech, Reliable, Honeywell Optimizer/Spyder.)

  • Monitoring and troubleshooting building automation systems for optimal operation.

  • Perform verification testing for SQL Server databases.

  • Provide Network Engineer IP configuration to add new equipment and devices onto the network and configure network configuration for devices.

  • Inclement Weather Duties and Emergency Response-This position supports a rotational shift for all scheduled and unscheduled weather-related events, serves in an on-call rotation, and is crucial in city emergencies. This position shall provide pertinent information related to power outages, system outages, and restorations through the building automation system.

Education and Experience:

Associate's degree in a related field and four years of related experience including experience at the senior or lead level.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire

  • Depending on assignment, position may require certification in a skilled trade (HVAC, Electrical, Plumbing).

Preferred Qualifications:

  • Certification in a control system (HVAC Control, Access Control and or Surveillance Systems).

Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Medium Work:

Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Working Conditions:

Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.
