Cherokee Nation Strategic Programs (CNSP) supports Defense and other Federal clients in the execution of their critical strategic and operational missions, with emphasis in intelligence, vulnerability assessment, and special operations.
We are looking for a candidate with Federal Experience as a Budget/Financial Analyst to assist the Federal Government Agencys Budget Officer and Sr. Budget Analyst. This is a 32 hour per week opportunity with full benefits, paying $36.00 to $39.00 per hour.
Responsibilities:

  • Assist the Budget Officer and Senior Budget Analyst in the planning, programming budgeting, and execution (PPBE) process, with particular emphasis on the budget formulation and execution aspects.
  • Develop and/or use spreadsheets to enhance the predictive modeling capabilities that enable the Budget Officer to identify and expeditiously act on forecasting funding shortfalls or excesses.
  • Under direction of the Budget Officer, the analyst may be given oversight of the agencys $1.7 million military reservist portfolio.
  • Oversight of the portfolio may include budget development, budget execution monitoring, invoice development, and forecasting of funding overages and shortages.



Qualifications:

  • Minimum 2-4 years of experience
  • Must be knowledgeable and skilled in applying federal budgetary- related laws, regulations, policies and precedents
  • Must have experience working with the Federal Government budgetary process: budget formulation, presentation / enactment, and budget execution
  • Knowledgeable/experienced with Office of Management and Budget (OMB) Circular No. A-11 - Preparation and Submission of Budget Estimates
  • GSA experience
  • US Citizen
  • Must be able to adhere to a set schedule of 1504 hours 4 x 8 hour days a week, 32 hours per week. Full Benefits Package.
  • PUBLIC TRUST preferable (not required)

This position requires a SECRET clearance and current experience with the DAI platform. Responsibilities: * Apply knowledge and skills in government finance and accounting, based upon broad experience in PPBES. * Provide budget execution advice and assistance to senior level management officials (to include Senior Executive Service and military officers). * Prepare reports on the status of funds; advise senior management officials on the availability of funds by appropriation. * Participate in technical, program, and financial reviews. * Apply knowledge of various budget exhibits and submission periods, and coordinate efforts to update program and budget artifacts. * Apply strong interpersonal and communication skills to articulate complex issues and directives at all levels within the organization, particularly to senior level officials. * Draft and generate briefings as directed, and possess an advanced ability to quickly problem-solve new and emerging complex tasks. REQUIRED experience: * DoD-specific experience in the Programming, Planning, Budgeting, and Execution (PPBES) processes, with strong knowledge and understanding of the Congressional budget cycle as it applies to the Department. * Expert knowledge in areas of FMR, DoD Instructions, OMB Circular, NDAA, and related policy, law and regulation required in budget execution. * A minimum of 3 years of experience in supporting senior staff within OSD. * A minimum of 3 years of full-time experience in conducting multi-year program and budget analyses. * A minimum of 3 years of related experience preparing Military Interdepartmental Purchase Requests (MIPRs) and other financial execution documents. * A minimum of 1 year of experience working directly with the DAI platform. * Strong ability to work unsupervised on efforts to conclusion; have the skills to work diverse tasks simultaneously, and independently verify and validate. * Knowledge of the DoD acquisition life cycle, and a minimum of 3 years' experience with contracts and contract execution. * Ability to prepare ad-hoc reports and run budget-related queries; provide additional research and analysis for daily/monthly/quarterly reporting. * Possess strong knowledge and use of Office Suite applications - particularly Excel and PowerPoint. * Candidate must possess a BA or BS degree and no less than 5 years of professional experience in a similar position. Desired experience: * Professional certifications such CDFM, CGFM, and DAWIA. * Formulating and developing BES, POM, and PB deliverables. * Experience in providing expert advice in responding to Congressional inquiries.
