The Budget Specialist is responsible for preparing, monitoring, and maintaining program operating budgets and/or biennial budgets. This position is governed by state and federal laws and agency/institution policy.


Researches previous year's expenditures and expenditure levels of similar programs and coordinates with unit personnel to determine staffing levels and equipment needs to develop annual program budgets or biennial budgets. Compiles program budget data onto worksheets, including costs of salaries and benefits, supplies, staff travel and training, and other operating budget information and submits to supervisor for review and approval.

Monitors program and/or operating budgets by assigning accounting codes to be used when reporting allowable expenditures and reviewing position utilization reports to ensure proper time and expenditure reporting by personnel in assigned programs. Identifies cost accounting errors by examining time distribution reports, prepares correct entries for input, and submits to supervisor for approval. Prepares monthly and quarterly financial budgetary reports to identify and avoid potential problems and to comply with state and federal rules and regulations.

Attends and participates in monthly staff meetings to explain financial conditions, identify noticeable trends, and forecast program expenditures. May write time distribution and reporting procedures for assigned programs to submit to supervisor for review, approval, and inclusion in manual. Performs other duties as assigned.



Knowledge, Skills and Abilities

Knowledge of the principles and practices of accounting. Knowledge of state budget and accounting procedures.

Ability to prepare and present oral and written financial information and reports. Ability to research and analyze programs and fiscal records, determine needs, and make recommendations. Ability to interpret and apply budgetary and fiscal policies and procedures.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting, business administration, or a related field; plus one year of experience involving accounting and budgetary activities. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. (ICM) is a not-for-profit organization that provides home and community-based supports to individuals with intellectual and developmental disabilities (IDD) throughout the state of Arkansas. Created in 1988, ICM began as a pilot project in partnership with the State of Arkansas to implement a 1915c Medicaid home and community-based supports waiver for people with IDD. Today, ICM supports over 280 people with IDD and has approximately 600 employees. The majority of funding stems from Medicaid services that ICM provides to people with IDD within their homes and communities. Other state-wide services include therapies for children with autism, an innovative community center in Little Rock, foster care, and employment supports for people with IDD. To support pre-employment skill readiness, ICM owns and operates three retail stores in Little Rock and a fried pie manufacturing business in Prescott. The main administrative office is located in Little Rock, Arkansas. Position Summary Performs account reconciliations, analysis, and reports that lead to the preparation of financial statements. Receives and processes expense data, assists in preparation of monthly, quarterly and annual financial statements and various other financial reports for management and regulatory organizations, resolves account discrepancies in accounting records, maintains financial security, and performs miscellaneous clerical duties to assist the CFO as required. Responsibilities * Responsible for accurate and well-organized processing of ICM's accounts payable and cash disbursements * Prepare all bank reconciliations for the CFO to review * Maintain the fixed assets schedule and prepare depreciation entries for CFO to review * Prepare various other month-end journal entries for CFO to review * Assist in month-end closing process * File accounts payable invoices * Code invoices to correct general ledger account and accounting period * Organize and maintain source documentation such as invoices, expense reports, etc. * Primary contact with vendors regarding bills received by ICM * Responsible for ensuring ICM pays bills timely and in an efficient manner * Ensure vendor documentation reflects current activity * Research credit and past due balances as needed * Manage missing invoices and create solutions to ensure receipt of future billings * Verify that invoices have approval from appropriate authority * Assist in annual budget preparation and monthly budget reporting duties * Responsible for maintaining the day-to-day Social Security Payee deposits and bills * Primary contact with Social Security office for all payee accounts * Prepare annual social security reports * Responsible for providing detailed payee account information to managers upon request * Assists with audit requests * The position exercises discretion and independent judgment with respect to matters of significance. * The position is responsible for helping to keep the agency compliant with all laws, rules and regulations and handles the administrative function of all accounting related matters which includes a $12M annual budget. * Completes various ad-hoc requests from the CFO * Other duties as assigned by the CFO Qualifications Education, Knowledge and Work Experience (Will consider suitable combination of experience and education) * High School Diploma or GED required.
