Job Description
The Budget Specialist III will report to the Office of the Dean of the Marvin D. and June Samuel Brailsford College of Arts and Sciences, and will perform all duties associated with fiscal management, accounting and inventory. The Budget Specialist III handles all budgetary needs for the Office of the Dean as well as eight Departments, three Centers and four Programs, which include the RJS Center for Race & Justice, PVAMU Writing Center, the MACH-III Center, the Toni Morrison Writing Program, the ROTC Programs, and the KPVU-TV and Radio Station Programs. The BCAS Budget Specialist will serve as a back-up only to the MACH-III Center and CRJ Program Coordinators.
This position may pay more than the salary listed above depending on the qualifications and experience of the selected candidate.
Responsibilities:
Under the guidance of the Dean and Academic Fiscal Affairs, the Budget Specialist III assists with the annual operational budgeting process and monitors accounts; Collects, analyzes, processes, reports, and distributes data. Analyzes financial and operating trends; Provides advice and assistance concerning budget and funding procedures and methods; Prepares departmental budget transfers and financial reports; Performs fiscal analysis and responds to budget inquiries; Creates and submits account profiles to create new accounts and works with the department to establish the budget; Ensures compliance with regulations, policies, procedures, and reporting, assists with the preparation of the Annual Operating Budget, Legislative Appropriation Request (LAR); Monitors, processes, and tracks all Budgetary activities and expenses for the entire Academic College; Budget Specialist III creates departmental budget requests (DBR) for the Academic College and departments and creates a tracking log. ; Compiles monthly reconciliation reports of accounts for the Academic College; Creates payroll reports for Bi-weekly and Monthly payroll auditing calculation reports; Completes payroll checklist to be submitted biweekly and monthly as requested by payroll manager.
Reviews weekly sub-code Excel worksheet of accounts for the Academic College and performs budgetary fund transfers to clear deficits; Budget Specialist III assists in preparing the annual operating budget and summer instructional budget; Budget Specialist III initiates budgetary actions in Workday when a department lacks departmental administrative support staff; Creates and submits account profiles to create new accounts and works with the department to establish the budget; Budget Specialist conducts budgetary training for departmental administrative associates; Budget Specialist III develops, coordinates, and conducts training. Supervises the Budget Specialist I and departmental administrative associates on fiscal matters.
Performs other duties as assigned.
Required Education and Experience:
Bachelor's degree in Accounting, Finance, or relevant field or equivalent combination of education and experience.
Five years of related experience.
Required Knowledge, Skills, and Abilities:
Knowledge of word processing and spreadsheet applications.
Ability to multitask and work cooperatively with others.
Strong interpersonal and organizational skills.
Ability to work with sensitive information and maintain confidentiality.
