The Energy and Environment Cabinet (EEC), Division of Financial Management - Budget Branch, is looking for a Budget Specialist II within our Office of Administrative Services.
EEC includes a wide variety of agencies that impact the lives of citizens within the Commonwealth on a daily basis, such as Division of Forestry, Division of Mine Reclamation and Enforcement, Division of Water, Division of Air Quality, and many more important divisions within the cabinet.
The Responsibilities of the Budget Specialist II include, but are not limited to, the following:
Participates in the development of budget requests of divisions within EEC and advises division management on financial issues. Makes recommendations on the modification of expenditures and revenues to meet policy and financial needs.
Formulates and recommends the modification of expenditures and revenues to meet policy and financial needs of assigned agencies.
Monitors expenditures and revenues of assigned agencies to verify accuracy and compliance with the budget.
Provides direct assistance to management and other agency personnel.

Proficient with Excel.
Excellent verbal, written, and communication skills.
Ability to work cooperatively as part of a team and establish good working relationships with employees within the division as well as in other agencies.
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning, or a related field will substitute for the required education on a year-for-year basis.

Incumbents working in this job title perform duties in an office setting.
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
