The Energy and Environment Cabinet (EEC), Division of Financial Management - Budget Branch, is looking for a Budget Specialist II within our Office of Administrative Services.

EEC includes a wide variety of agencies that impact the lives of citizens within the Commonwealth on a daily basis, such as Division of Forestry, Division of Mine Reclamation and Enforcement, Division of Water, Division of Air Quality, and many more important divisions within the cabinet.

The Responsibilities of the Budget Specialist II include, but are not limited to, the following:

  • Participates in the development of budget requests of divisions within EEC and advises division management on financial issues. Makes recommendations on the modification of expenditures and revenues to meet policy and financial needs.

  • Formulates and recommends the modification of expenditures and revenues to meet policy and financial needs of assigned agencies.

  • Monitors expenditures and revenues of assigned agencies to verify accuracy and compliance with the budget.

  • Provides direct assistance to management and other agency personnel.

  • Ability to prioritize and work on multi-projects at a time to meet required deadlines.

  • Attention to detail, being thorough and accurate in completing tasks.

  • Proficient with Excel.

  • Excellent verbal, written, and communication skills.

  • Ability to work cooperatively as part of a team and establish good working relationships with employees within the division as well as in other agencies.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning, or a related field will substitute for the required education on a year-for-year basis.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.

Responsibilities include, but are not limited to: * Monitors, reviews, reconciles, and records budgetary tracking of the HIV Services budget for the Kentucky Income Reinvestment Program (KIRP). * Develop accounting spreadsheets to analyze and monitor receipts, expenditures, allotment balances, and other financial elements of KIRP programming. Maintain financial activity spreadsheets. Provide analysis of financial activities, including monitoring spending variances by sub-recipient and cost benefit analysis. * Assists with contracts/modifications of KIRP. Ensures budget in compliance with federal and state requirements and guidelines. * Submits invoices for payment, working with the Division of Administration and Financial Management. * Prepare monthly, quarterly, and annual federal and state reports. Prepare income and expense statements to reflect activities. Prepare year-end financial documents to be used to develop Federal Financial Report (FFR). Analyzes, reconciles, and compiles revenues and expenditures for funds to complete reports for management. * Performs revenue and expenditure projections by analyzing trends and other available information. Advises management of financial issues and suggests strategies and solutions when situations arise that may have a budgetary impact. * Understand and utilize all Kentucky Financial Policies and Procedures related to financial management of government grants. Complies with federal, state, and local legal requirements, enforcing adherence to requirements and advising management on needed actions.
