Description
The Kentucky Justice & Public Safety Cabinet (JPSC) seeks a dynamic and motivated individual to join the Financial Branch of its Grants Management Division (GMD) as a Budget Specialist II working as a Financial Analyst.
Join a talented team of individuals who oversee a diverse portfolio of federal funds, including those that support critical services throughout the state, including services for victims of crime, individuals impacted by substance use disorders, criminal justice system support, and more.
The chosen candidate will have an exciting opportunity to analyze financials and make budgetary projections to determine impacts for policy development, budget requests, and federal financial forecasting.

This is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Job duties include:
Monitor budgeted to actual expenses in federal awards for adherence to program regulations as federal awardee to effectively recommend solutions.
Create, review, analyze, and monitor all financial reporting and budgets of subrecipients for appropriateness and allowability.
Analyze trends in current awards and pending legislations to determine possible funding changes which would impact budget requests.
Collaborate on federal/state objectives and grant guidance to assure adherence to awarding agency's rules and regulations.
Review, analyze, and monitor all programmatic reporting for accuracy, completeness, and alignment with project goals and objectives.
Participate in the development of the Divisions budget.
May participate in audits, site visits and will do desk monitoring on subrecipients.
Make funding recommendations to management and provide technical assistance to ensure compliance with federal programs.
Extensive eMARS experience is required.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning, or a related field will substitute for the required education on a year-for-year basis.
