Description
The Department for Public Health (DPH), Division of Maternal and Child Health (MCH) is looking for individuals who are enthusiastic about supporting children and their families. This position is responsible for performing functional supervision over budget activities at the division level for multiple programs. Experience in budgets, state or federal, grants, and/or eMARS experience is required.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Key Responsibilities:
Work with the various branches and programs on state and federal funding sources to inform and guide the development of their operational plans.
Monitor, analyze, and evaluate the budget as Branch activities are being implemented for consideration of plan and budget revisions, the budget, funding, reporting requirements, payments, and expenses.
Monitor expenditures and revenues of the various Division programs for compliance and determine and financial variances.
Monitor planned expenses against actual expenses, gauge percent of budget expense against timeline for expenditure, and overlay of complex funding timelines aligned with the state fiscal year.
Monitor state and federal legislative changes that for budgetary impact.
Forecast program growth and gauge whether expenses exceed revenue, and in turn, be able to offer suggestions for program funding alignment in line with the fund guidelines or suggest other recommendations based on a wide awareness of Division funds.
Research and prepare budgetary reports on division programs for various internal and external stakeholders.
Evaluate, develop, and interpret policies, procedures, and legislation to determine implications on budgets of programs and assist in implementation.
Work with Division, Branch, and program management and staff to ensure fiscal resources are available for budgeted expenses.
Preferred Qualifications and Skills Include:
Accounting, budget, or auditing experience.
Detail oriented
Strong organizational skills
Ability to work as part of a team
Experience with report, spreadsheet, budget, data software (ex. Excel, Word, PowerBi, eMARS, etc.)
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in statistical or policy analysis, accounting, auditing, planning, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Professional experience in statistical or policy analysis, accounting, auditing, planning. or a related field will substitute for the required education on a year-for-year basis.
