Duties
If selected for this position, you will join a well-respected team serving as the Budget Officer in the United States Attorney's Office for the Southern District of West Virginia. Typical work assignments will include:
Developing and maintaining a comprehensive financial management program that involves both short and long-range programmatic plans and annual budget.
Preparing annual administrative budgets and budget estimates.
Advising management on the planning and development of budget requirements.
Ensuring obligations, expenditures, and unobligated orders and available balances are valid and supported.
Managing the certifications of obligations of goods and services.
Providing technical guidance, advice, and assistance to the Administrative Officer and U.S. Attorney in the identification of future resource requirements, and in the planning and development of future budget requirements.
Overseeing the processing of travel authorizations and travel vouchers/claims.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

You must be a U.S. Citizen or National.
Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
You must be registered for Selective Service, if applicable.
If selected, you may be required to complete a one year probationary period.
Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
GS-12: To be eligible at the GS-12 level, you must have at least one full year of specialized experience equivalent to the GS-11 grade level.
Specialized experience is defined as experience developing, maintaining, and administering financial data to control execution of short and long-range budgets; monitoring obligations, appropriating funds, and validating expenses; utilizing an automated financial management information system to enter financial data, track funds, and develop financial and budget reports; preparing budget estimates and projections utilizing past obligations, fund levels, validity of request, and compliance with current policies and priorities; developing internal budget policies and procedures; and updating top level management officials on the status of financial operations and funding levels and providing technical guidance, advice, and assistance on the planning and development of future and current budget requirements and status.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
