Position Summary

Oversees, directs, supervises, and participates in the preparation and analysis of the County Budget. Performs complex professional fiscal administrative services to the County's Budget and Finance Department. Performs financial forecasting and strategic planning for revenues and expenditures.

Exciting Projects:The County's new ERP system Workday will go live in September/October 2024. The successful candidate will have an opportunity to utilize, assess the functionality, and improve upon the newly implemented system.

What You Will Do

  • Exercises direct, first-level supervision of positions, employees, operations, and activities. Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status and disciplinary action, evaluating performance independently or in conjunction with a higher-level supervisor/manager, and approving time off and staff timesheets.

  • Overseesthe preparation of the County's annual budget; reviews and processes budget proposals and funding requests to assess effective budget models for departments within the County while remaining in compliance with Colorado Statutes governing local government budgets.

  • Analyzes financial information including, but not limited to, revenues, expenditures, and cash management, used to ensure all operations remain within budget allocations

  • Prepares and maintains a variety ofcomplexdata including, but not limited to, reports, worksheets, spreadsheets, and presentations; conducts research, compiles and analyzes data, and designs cost models, forecasting, andprojections; conducts a variety of special budgetary projects as directed by the Budget and Finance Director.

  • Allocates funds strategically to different functions, projects, and individuals; manages employee-related expenses such as wages, taxes, and health plans.

  • Presents and participates in annual budget hearings to senior management, County staff, and others, providing insights into financial projections and resource allocation; analyzes budget and grant requests and establishes measurement and performance criteria

  • Oversees the identificationand documentation ofregulatory and non-compliance issues and monitors their resolution.

  • Manages various County grants and their programs including site visits and review and analysis of grantee documentation to ensure compliance with funding, reimbursement, and other regulations.

  • Oversees the preparation of data and reports for the annual OMB-A-87 Cost Allocation Plan

  • Maintains records in compliance with the department's policy on post-issuance debt compliance.

  • Attends public engagements at Board of County Commissioner (BOCC) meetings and work sessions as necessary.

  • Serves as an Emergency Worker.

  • Performs other duties as appropriate or necessary for performance of the job.

What You Have

EDUCATION:

  • Bachelor's Degree in Accounting, Finance, Business, or Public Administration required

  • Master's Degree in Accounting, Finance, Business, or Public Administration preferred

EXPERIENCE:

  • Minimum of five (5) years or more professional, general, or governmental accounting and budgeting experiencerequired

  • Minimum of three (3) years or more supervisory experience OR successful completion of Supervisory Courses within six (6) months of hire required

  • Experience in governmental agency budgeting preferred

  • Experience in Workday systemspreferred
