GENERAL SUMMARY
Serves as a key resource and strategic business partner to Financial Leadership and leadership across KCATA on matters related to finance, strategic decision making and the development of programs, processes, and infrastructure to enhance system performance. The budget manager is responsible for ensuring that the expenses of departments and capital improvement plans do not exceed the allocated budget. The budget manager has managerial responsibility for the Budget and Financial Analysts.
This position reports to the Comptroller.
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
1.Develop, present, and oversee financial budgets through the Comptroller.
2.Ensure all budgets and financial processes align with company goals.
3.Collaborate with executives, project managers, and cross-departmental leadership to set budget goals and ensure they are followed.
4.Evaluate budget proposals and financial requests for viability.
5.Forecast financial needs throughout the year.
6.Track results and comparing them to key financial and operational targets.
7.Work with Comptroller, executive staff and operational planning to develop annual community contracts.
8.Understand and apply community billing, local match and other funding concepts for capital planning.
9.Develops, analyzes and interprets statistical and accounting information.
Prepare from accounting and operational department reports the monthly Commission Financial Package and accompanying discussion document.
Work with CFO and Comptroller on publication of the Annual Business Plan and Five-Year Forecast utilizing the operating budget, capital budget, strategic plan and other documents from within KCATA for submission to the Government Finance Officers Association (GFOA) budget presentation awards program annually.
Other duties as assigned.

FISCAL RESPONSIBILITY
Position has major fiscal responsibility.
Assures that appropriate linkages exist between budget requests and departmental goals and objectives.
Monitors budget plan and adjusts as necessary.
MINIMUM QUALIFICATIONS
Required Education and Experience
Bachelor's degree from an accredited college or university in Business, Accounting, Finance or a related field.
No less than five (5) years of related work experience, such as in financial analysis, planning and reporting.
An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered.
Preferred Licenses, Certifications or Experiences
Master's degree in accounting, business, economics or related field. A CPA designation would be considered in lieu of master's degree.
Intermediate to advanced skills with Microsoft Excel.
Intermediate skills with Microsoft Word.
Intermediate skills with Microsoft PowerPoint.
Ability to learn new statistical software programs.

POSITION TYPE AND EXPECTED HOURS OF WORK
Will work in a normal office environment. Will sometimes be required to work and/or attend meetings or events in public and at all RideKC locations.
Monday through Friday 8am until 4:45pm.
Occasional abnormal hours are expected and required for specific events and to reach all employees.

WORKING CONDITIONS & PHYSICAL DEMANDS
This position is relatively free from unpleasant environmental conditions or hazards and is generally sedentary. Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
