IAI is seeking a Budget Execution Analyst to provide Financial Support services to the Program Manager/COTR for a large DoD program. This position is the go to person for program daily status and interactions with the customer Division Group Chief, PM/COTR, CO, the contractor PM, and the Program Control/Finance group.
Coordinate with mission partners on funding for the program
Prepare acceptance packages for Funds From Others
Write Interagency Agreements and monitor progress through review/signature
Prepare documentation for ECPs
Review proposals and draft technical evaluations for the PM/COTR
Review contract mods
Prepare CAPCO form for each contract modification
Track funds commitments, obligations and expenditures
Review contractor CFSR
Review contractor invoice
Prepare input to Directorate Program Reviews
Prepare spend plan
Update Statement of Work as needed
Draft input to award fee assessment (if award fee contract)
Participate in Program Management Reviews, Engineering Design Reviews and Stakeholder Reviews
Participate in planning for source selection activities to include the J&A process, CDRL and SOW development, market research, fact-finding analysis, award fee plan, etc.
Perform advisory role for source selection to include reviewing proposals, BOEs, etc.
Candidates are expected to professionally interact with the Program Manager/COTR, Program Control, Contracts, Mission partners, Developer (contract) team, and senior Directorate leaders in person and in writing. Candidates must be comfortable working with and protecting source selection sensitive information and should be familiar with various funding and expenditure types (R&D, O&M).
Education: The candidate must possess a Bachelors Degree in a business related field.
Experience: The ideal candidate has a minimum of eleven (11) years or more experience in budget execution.
