Position Description
This position announcement will be used to fill a full time, permanent Budget and Management Analyst II or III position within the Budget Office with Anne Arundel County Government.
Budget and Management Analyst II - $70,171 - $132,448
Budget and Management Analyst III - $81,380 - $153,605
Salary will be commensurate with experience.
The Office of the Budget is responsible for the formulation of the budget in accordance with the procedures set out in Article VII of the County Charter, including the control of positions; research on economic trends and long-term fiscal plans; the study of the organization, methods and procedures of each office, department, board, commission, institution and agency of the County government; the submission to the Chief Administrative Officer of periodic reports on their efficiency and economy, and such other duties and functions as may be assigned by the Chief Administrative Officer or by ordinance of the County Council.
The Office of the Budget is directed by the Budget Officer, who is appointed by the elected County Executive, and who reports directly to the Chief Administrative Officer. The Budget Officer is responsible, upon his own initiative or upon request, for assisting agencies in the preparation of their budgets and in improving budget execution and reducing costs.
The Office of the Budget includes nine full-time analytical positions including this vacancy, in addition to the Budget Officer. All analytical positions are in the classified service (i.e., the merit system). Eight incumbents include a Budget Administrator, an Assistant Budget Officer, a Senior Budget and Management Analyst, four Budget and Management Analyst IIIs, and a Management Assistant II.
This is responsible professional work in analyzing and developing budgets and improved managerial organization and practices. The Budget and Management Analyst II is the "developmental" level class, while the Budget and Management Analyst III is the "full performance" level class. As Budget and Management Analyst series employees gain experience, they are given more complex assignments and are expected to work more independently. Generally, the only difference between assignments given to a Budget and Management Analyst II or III is the level of complexity and the level of supervision required.
NATURE AND VARIETY OF WORK
Work involves responsibility for providing leadership in development and administration of major components of the overall county budget. Work includes further leadership in heading large management studies or staffing reviews of county management and operations. Work includes acting as supervisor on assigned projects and coordinating the work of support staff members. Work is performed with considerable independence within established policies and procedures, and is evaluated by an administrative superior through conferences and review of reports.
Examples of Duties and Knowledge, Skills and Abilities

Formulates guidelines and coordinates preparation of operating or capital budgets for either major agencies subject to the appropriate authority of the County Council, or for clusters of departments.
Analyzes, revises, and develops proposed budgets for executive review; participates in the presentation and defense of budgets to the County Council; oversees the administration and control of budget components.
Serves as project manager or study coordinator of analytical studies of departmental organizational structures and systems, policies, and procedures, administrative techniques, and operations; prepares recommendations and oversees their implementation.
Maintains extensive contacts with department officials, central data processing personnel, other applicable county staffs, and governmental and private specialists in related fields.
Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the principles and practices of business and public organization and management.
Considerable knowledge of the principles and practices of public finance administration.
Considerable knowledge of procedures analysis, work simplification, forms and records control, and staff utilization, including the application of electronic data processing to management and program processes.
Ability to analyze complex departmental budget requirements, programs, policies, procedures, and operations.
Ability to prepare organizational plans for complex organizations, systems, office layouts, forms, and related materials.
Ability to establish and maintain effective working relationships with county officials, employees, and the public.
Ability to organize and effectively present oral and written reports of findings and recommendations.
Minimum Qualifications
Budget and Management Analyst III:
$81,380 - $153,605
A graduate degree in public or business administration; and broad and diversified experience in public management and financial administration, including one (1) or more years of supervisory experience
NOTE - The one (1) or more years of supervisory experience may be substituted with one additional (1) year of experience in public management and financial administration directly related to public sector budget experience.
Budget and Management Analyst II:
$70,171 - $132,448
Graduation from an accredited four-year college or university, with major course work in public or business administration, finance, or accounting, supplemented by graduate study in business or public management; and two (2) or more years of technical experience in public management or finance administration
NOTE - Graduate study in business or public management may be substituted with additional technical experience in public management or finance administration.

Preference for both levels will be given to applicants who possess the following:
