Job Summary


The Minnesota Department of Corrections has an opening for an Education Specialist 1 with an emphasis on education-related grants and contract management. This position administers education funding sources, external grants, and contracts with public and private education-related organizations and also administers other processes related to education programming.

Job duties include but are not limited to:

Assist with management of and make recommendations regarding all funding sources in the education budget. Develop, process, monitor and report on the Federal and State Adult Basic Education (ABE), Federal Title 1, Special Education, Perkins, and the Youthful Offender grants. Research new grant activity.

Administer career-technical program certification. Develop an offender career-technical program participation and completion information collection process. Provide required participation and completion information to Century College for the awarding of the appropriate program certificate.

Assist DOC Education Unit administration with the program evaluation process. Coordinate the logistics of evaluating 12 on-site education programs.

Coordinate the implementation of new education software and hardware technology for the DOC Education unit. Develop an annual training schedule for all education staff designed to keep staff current in the provided technology. Maintain education software inventory, contracts (where applicable) and maintenance agreements.

Coordinate and oversee development and production of the DOC Education SharePoint site and the DOC Programs of Study catalog.

Qualifications



Minimum Qualifications:


The following qualifications are required of all applicants seeking consideration for this position:

  • Bachelor's degree in Education, Public Administration, Business, Finance, or a related field.
    AND

  • Two years of professional-level experience in at least one of the following areas: grant administration;education program evaluation; and/or education program administration. (NOTE: A Master's degree in one of the above fields may substitute for one year of the two year experience requirement.)

  • Knowledge of hardware and software technology related to education, such as Blackboard and SmartBoard technology, sufficient to coordinate the implementation of new technology and provide support to technology users.

  • Knowledge of state and federal laws, policies, and regulations related to education.

  • Written communication skills sufficient to write grants and prepare written reports.


Preferred Qualifications:


The following qualifications are strongly desired of applicants seeking consideration for this position:

+Master's degree in Education, Public Administration, Business, Finance, or a related field.

+Knowledge of federal and state educational regulations and guidelines regarding the education of offenders.

+Knowledge of the principles and practices of educational evaluation and the assessment of student achievement sufficient to design and implement evaluation methods, analyze evaluation data, and utilize findings to improve instructional programs.

+Experience in grant writing and research.

+Experience managing budgets.

+Experience participating in an education evaluation and assessment process.

+Experience coordinating an Adult Basic Education (ABE) program.

+Experience in education policy, education research, or education data systems.

+Experience in finance related to grants and contracts.
