Duties include performing complex professional and administrative work, including planning, coordinating, and supervising the preparation of the City's budget and grant management activities; the collection and analysis of departmental budget estimates and requests; monitoring spending; and conducting on-going and special management duties, including, but not limited to performance management and grant audits; and doing additional related work as required. Work is performed under the general direction of the Assistant Director of Financial Services. Supervision is exercised over all personnel within the division.

Essential Functions/Duties

Directs the development and monitoring of the annual budget, performance management and grants programs, and manages all budget and grants staff20%Reconciles, analyzes and gathers financial data; uses data to prepare and/or review a variety of complex financial reports and presentations; delivers information; and answers questions as needed.10%Handles and/or assists in development of revenue and expense estimates for budgets. Responsible for the development of personnel budgeting scenarios and adjustments in the budget software to project personnel costs in developing the City's budget;

10%Supervises and/or assists in the collection, analysis and summary of departmental budget estimates and requests as part of the City Manager's budget review process; prepares final budget for review by the Departmental Supervisors and City Management;

10%Conducts a review and appraisal of departmental operations to determine compliance and make recommendations surrounding applicable laws, ordinances, regulations and policies; enters and/or posts budget adjustments and journal entries to conform with the adopted budget; and keeps concerned City officials informed of changes as needed10%Responsible for the preparation and implementation of the City's Cost Allocation Plan;10%Administrator of the City's budget software5%Oversees the development and implementation of internal trainings in regards to budget, performance management and grants5%Collects, analyzes and summarizes capital improvement program requests, reviews and processes associated budget modification requests;5%Assists City Administration in presenting budget to the City Council; responds to Council's questions and develops additional justification and documentation;5%Responsible for the preparation, review of documentation and submission of the annual equipment loan to City Council;5%Other duties as assigned.5%

Knowledge, Skills and Abilities

  • Thorough knowledge of principles, practices and procedures of public administration, municipal budgeting, grants management and fund accounting

  • Critical thinking skills, including using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions or approaches to problems and processes;

  • Ability to use data to interpret and evaluate results, along with the ability to create financial reports and/or presentations for non-finance professionals

  • Effective communication skills, including verbal and written, with but not limited to subordinates, department heads, management and elected officials

  • Office management capabilities, including computer expertise with budget and financial software, as well as Microsoft, specifically excel, PowerPoint, and word;

  • Supervisory skills that include setting goals for performance and deadlines in ways that comply with the City's goals and objectives and applicable deadlines;

  • Ability to work in a high-stress environment with strict and/or short deadlines.

Special Requirements/Additional Information:

  • North Carolina Local Government Budget Officer certification is required or obtained within three years.
  • NIMS IS 700, 100, 200, 300 and 400 training within 12 months of hire.

Education/Experience/Physical Demands/Special Requirements/Additional Information

Education/Experience:

Minimally qualified starting pay: $42.21 hourly

  • Bachelor's degree in accounting, public administration, finance, or business administration and five (5) years of experience in municipal government budget and fiscal administration, including a minimum of three years of supervisory experience,

  • Or any combination of education and experience equivalent to education and supervisory experience necessary for position

  • Masters degree in accounting, finance, business or public administration preferred but not required

Physical Demands:

1.The physical activity of this position includes:

  • Stooping: Bending body downward and forward by bending the spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.

  • Crouching: Bending the body downward and forward by bending leg and spine.

  • Standing: Particularly for sustained periods of time.

  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.

  • Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.

  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of upper extremities and back muscles.

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Hearing: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.

  • Repetitive Motions: Substantial movements (motions) of the wrists, hands, and/or fingers.

2.The physical requirements of this position are:

  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Office Environment Work and the worker sits most of the time, the job is rated for Light Work.
