Job Description:

The Oregon Health Authority (OHA) is the organization at the forefront of lowering and containing costs, improving quality, and increasing access to health care in order to improve the lifelong health of Oregonians. OHA is responsible for most state health services and for implementing the health care reforms in House Bill 2009. OHA is overseen by the nine-member citizen Oregon Health Policy Board working toward comprehensive health and health care reform in our state.

This is a full-time, limited duration position and is represented by a union. The duration of this position is expected to last 12 months. Limited duration positions are benefit eligible. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?

This Budgets and Contracts Coordinator (Fiscal Analyst 2) prepares budgets, monitors fiscal operations, analyzes financial data and program budgets, and develops fiscal resources, under the guidance of program managers within the Health Promotion and Chronic Disease Prevention (HPCDP) Section. The Budgets and Contracts Coordinator will track financial information, analyze data to identify discrepancies or trends, forecast revenues and expenditures and calculate costs/benefits.

The Budgets and Contracts Coordinator will use information technology to analyze, compile and write standard financial and budget related reports and procedures. This position assists managers and contract administrators with budgets and contracts. Budget assistance includes evaluating, coordinating and integrating program budgets. This position functions under the supervision of the HPCDP Section Manager.

This position is expected to learn and maintain an awareness of changes in program policy that may impact active/existing grants and contracts. The person in the permanent position has resigned. This is the only FA2 position in the Section currently. A vacancy in this position has immediate, acute impacts on the ability of the Section to complete core fiscal, budget, and contracting activities, which in turn impacts all operational needs, internally and externally.

Minimum Qualifications:

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.

OR, five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.

OR, successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

Note:

A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience.

A graduate-level degree in any of the above areas may substitute for four of the five years.

Desired Attributes:

At least five years of experience with: budget development and oversight; contract/grant development and administration, including experience with solicitation procedures; and the fiscal and administrative aspects of managing grants received from funding agencies. Technical writing skills required for contract and solicitation document development. Extensive experience using spreadsheet software, such as Excel, required. Bachelor's degree preferred. Technology skills set to keep all data secure whether working onsite or remotely.

Working Conditions:

Extensive use of personal computer, often for long hours. The work of this role may be conducted remotely with full access to the needed operating systems and technology. There are times that the work will need to be conducted onsite. Short timelines on many projects including deadlines in the budgetary process, grant and RFP preparation, and awarding of grants and contracts.
