BS/Master degree in a Finance, Accounting or Economics preferred
Experience with project-based financial management budgeting/forecasting and or auditing a plus
Ability to independently compile, research and perform in-depth analysis of projects
Excellent problem solving skill and analytical capabilities
Prior forecasting and reporting experience required
Strong communication, analytical and data organization / interpretation skills
Proven ability to multi-task, work under pressure, and meet tight deadlines
Attention to detail and accuracy is required
Superior skills with Microsoft Office applications (Excel, PowerPoint, Word, Outlook)
Financial modeling experience and understanding of financial statements
Outstanding organizational and quantitative skills as well as experience managing and resolving complex resource allocation problems
Ability to perform high-volume work accurately and independently
Ability to gather business requirements and outline business needs
Ability to perform financial analysis using various financial system
Excellent interpersonal skills to successfully obtain cooperation and engagement from employees who do not directly report to this position
Excellent written and oral communications skills and ability to creatively propose action plans to address urgent business requirements
Basic knowledge of PeopleSoft Finance Modules
Basic knowledge of IT hardware, software and applications from the perspective of business management issues (budget, procurement, vendor relations)
Responsible for the preparation and maintenance of monthly budget variances/ expense reports for the department; Analyze report for data integrity, variances, trends and cyclical events.
Review Cost Benefit Analyses (CBAs) and ROI.
Track labor, non-labor and headcounts
Identify the risk and variances
Analyze ledger expenses and compare to budget
Prepare budget variances reports
Assists in the preparation of studies, reports, and analyses in areas such as budgets, forecasts, financial plans, governmental requirements, statistical reports, cash flow projections, and business forecasts
Prepare status reports on in-process and completed projects. Indicate if projects are within budget parameters from both a dollar and time perspective.
Prepare and evaluate mid-year and year-end forecasts, monitor spending, and secure rollover of unspent funds
Track planned and actual expenses and support the annual accrual process
Produce budget books, average rate tables, and other IT Finance reference materials
Investigate and resolve project budget variances

VIEW JOBS 11/15/2018 12:00:00 AM 2019-02-13T00:00 Overview: The Markets Group at the Federal Reserve Bank of New York (FRBNY) implements monetary policy on behalf of the Federal Reserve System, provides payments and custody services to foreign central banks, and acts as fiscal agent for the U.S. Treasury Department. As part of these duties, the Market Operations Monitoring and Analysis Function (MOMA) within the Markets Group executes transactions in the open market and conducts detailed analysis of financial market developments in support of the monetary policy and financial stability decision-making process. MOMA is seeking a Manager to run the Analytical Development (AD) staff, a team comprised of PhD economists and other quantitative analysts, which develops quantitative models, tools, and analysis to support the function's operational, analytical, and policy responsibilities. Responsibilities: * Provide thought leadership to establish AD's analytical priorities, working closely with MOMA management and staff * Oversee the development of models, tools and analysis in support of the design, conduct, and analysis of monetary policy operations, including through the development and maintenance of FRBNY splines * Oversee AD's contributions, or contribute directly, to work related to monetary policy implementation * Direct quantitative analysis to address questions around market and policy developments – where appropriate complementing market intelligence – and share the analysis within the Federal Reserve System (such as through memos, MarketSource analytical pieces, etc.) or more publicly (for example via SOMA manager speeches, Liberty Street Blogs, etc.) * Advise MOMA staff on the application of analytical methods, including the use of econometrics, calculation of market expectations, modeling of asset prices, and application of economic and financial theory more generally * Facilitate and coordinate AD's collaboration with colleagues in MOMA, FRBNY Research, at the Board of Governors, and in the System more broadly * Lead a high-performing team of quantitative analysts, providing staff with career coaching and mentoring to meet individual and business goals * Contribute to the management of the Cross-Market Monitoring and Analysis directorate, where the AD staff sits organizationally, and of MOMA more broadly * Ensure a strong culture of risk management and risk policy compliance, and advance initiatives related to the Markets Groups' use of data and technology for analytical purposes Requirements: * Graduate degree in economics, business, finance, or public policy * At least 5 years' experience researching the intersection of monetary policy and financial markets, and applying quantitative methods to analytical and operational problems * Strong quantitative skills, including knowledge of econometrics and asset pricing and experience with more than one of the following: Matlab, Stata, SAS, EViews * Strong written and oral communication skills, including the ability to explain complex, technical issues and make clear recommendations to senior Federal Reserve audiences * Excellent management and organizational skills, including the ability to direct multiple assignments and manage staff with a wide range of educational and professional experience * Foresight to anticipate and respond to rapidly evolving analytical needs and priorities * Exceptional interpersonal skills to communicate, deepen relationships, and collaborate effectively with other staffs, SCs, and MOMA management on a variety of analytical issues * Proven interest and ability to create a staff culture that values information-sharing, collaboration, diversity and inclusion, transparency and meaningful feedback This position requires access to FOMC information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law.
