POSITION GOAL
To assist the Director in the operation of the budget function; to provide the administration with a timely, accurate fiscal plan for effective management of the financial resources of the School District. To operate with appreciable latitude for unreviewed action or decision. To prepare operating budgets for units or departments based on actual performance, previous budget figures, estimated revenue, expense reports, and other factors. To review expenditures to ensure conformance to budgetary limitations. To maintain records of expenses, inventories, and budget balances; audit vouchers and expense accounts; maintain records of actual operating figures for comparison with estimated budget. To assist in installation of budgetary control systems.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
Provide direction in the projection, planning and preparation of budgeting concepts for the annual District budget.
Coordinate activities within the Budget Office to adhere to the Budget schedules.
Assist in the planning and preparation of estimate forms and instructions.
Analyze the budget documents as submitted by Area Superintendents and County-level administrators and take steps to rectify or remedy items which do not conform to the established guidelines.
Assist in the preparation of the annual School District budget and coordinate the preparation of materials for presentation to the Board, public, etc.
Prepare financial impact statements based upon changes to Florida Statutes resulting from newly adopted legislative proposals.
Review the disbursements of state categorical funding to individual cost centers.
Assist in conducting in-service workshops on budgeting and FTE procedures.
Assist in the analysis of budget status reports.
Maintain analysis on estimated revenue, appropriations and fund balances for the general fund, debt service and special revenue funds.
Develop new systems with Management Information Systems impacting the budget area.
Practice safe work procedures in all assignments performed.
Perform and promote all activities in compliance with the equal employment and non-discrimination policies of The School Board of Broward County, Florida.
Participate in the training programs offered to enhance the individual skills and proficiency related to the job responsibilities.
Review current developments, literature and technical sources of information related to the job responsibilities.
Ensure adherence to safety rules and procedures.
Follow federal and state laws, as well as School Board policies.
Perform other duties as assigned by the immediate supervisor, or designee.
MINIMUM QUALIFICATIONS & EXPERIENCE
And
A minimum of five (5) years of experience and/or training in the field related to the title of the position.
Experience within the Budget, Accounting, or Management Audits Department is preferred.
Or
An earned bachelor's degree from an accredited institution.
Minimum of eight (8) years of experience and/or training in the field related to the title of the position.
Progressively more responsible experience in financial analysis, budgeting, auditing, or accounting, preferably in a governmental
agency is preferred.
And
PREFERRED QUALIFICATIONS & EXPERIENCE
Degree majors including accounting or related field.
Public school experience.
A certificate in public accounting or management accounting.
Bilingual skills

Interact effectively, using tact and good judgment to give and receive information, with the general public, department staff, and administrators.
PHYSICAL REQUIREMENTS
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.
TERMS OF EMPLOYMENT
Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
