Job Summary

Are you an expert in fiscal budget management, forecasting income expenditures, and data analysis? Are you looking to use your expert level skills to work with Program Managers on budget and contract management, and program performance? If this sounds like the position for you, we invite you to join our Strengthening FamiliesDivisionas a Budget Analyst. This is an Appointive, Full-time (1.0 FTE) position.

Some of what you'll do:

  • Use expert budgeting skills to track complex and large budgets with a variety of income sources, all of which have different fiscal requirements.

  • Provide expertise in budget analysis by utilizing software such as Microsoft Excel to create complex budget spreadsheets.

  • Use expert analytic skills to analyze and design budget reports and communicate the information to others.

  • Forecast income and expenditures of large complex budgets.

  • Develop fiscal scenarios in response to detailed questions, organize findings, develop preliminary recommendations, and prepare reports as needed.

  • Manage, monitor, and enforce business processes for programs within the policies, guidelines, and regulations established by the department and other governing or regulatory agencies. These business process include but are not limited to contracting, billing, purchasing, staff recruitment, reimbursement, travel, training, and technology purchase.

  • Monitor and manage the fiscal side of contract management.

  • Work with managers and senior program staff to coordinate personnel-related activities.

  • Use analytical methods used to review budgets and explain budget actuals to senior level management.

  • Serve as Division liaison with Human Resources to address recruitment, classification or compensation issues.

  • As part of a team, work with Division management and Program Managers to develop, track and modify program budgets for salary, benefits, maintenance and operational expenses, and capital improvements. Support program staff in increasing financial oversight skills for their programs.

  • Independently research and analyze a wide range of financial and business data. Prepare verbal, written, and graphic reports that describe a financial picture to audiences with a wide range of financial experience.

  • Ensure the accuracy of transactions, identify errors, and make corrections. Verify that appropriate accounting procedures are utilized and the results will withstand an audit.

  • Maintain detailed records and statistics associated with the program(s) grants and contracts; and conduct research into general and specific problem areas, organize findings, develop preliminary recommendations, and prepare reports as needed.

  • Develop systems and coordinate with payers to increase billing revenue.

Who should apply

A Bachelor's degree in business administration, public administration, computer science or related field; And three years of experience with fiscal management, researching and analyzing policies, laws, rules or regulations, records and data management and reporting, policy development and/or business process analysis; OR, the equivalent combination of relevant education, training and experience that demonstrates the knowledge, skills and abilities to perform the essential functions of the job.

  • Ability to successfully pass a background investigation.

Working Conditions & Physical Requirements

Work Setting

  • Work is performed almost exclusively indoors in an office environment. Exposure to hazards is limited to those commonly found in government office environments.

  • Your office will be set up to provide personal safety, including social distancing, screening, sanitation, disinfection, and masks.

  • This is an exempt position, which will require occasionally working beyond the normally scheduled workweek.

  • Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.)


  • Some travel is required, and is typically local or regional, to meet with clients, conduct business, or attend or provide training.

When public health responds to an emergency you may be assigned duties that are outside your regular job description. This may involve responding at any time, including nights and weekends, with possible deployment to locations other than the Department.

Apply the use of related testing tools, detect defects throughout the UAT process, and participate in related UAT project activities.</p><p>UAT Quality Analyst II applies analysis of business functionality to increase the quality, efficiency, and effectiveness of processes for both current and future business needs. Often involves working and consulting with business system matter experts, and information technology staff to define business work processes, application data requirements, application configuration, and system functionality.</p><p>Normally to be proficient in the competencies listed below:</p><p>The UAT Quality Analyst I would have a Bachelor's degree in Computer Science, Mathematics, Business Administration or related field, up to 3 years of business, health insurance or general health industry experience and 1 year of experience in defining and analyzing business requirements, process modeling, acceptance testing or equivalent combination of education and experience.</p><p>The UAT Quality Analyst II would have a Bachelor's degree in Computer Science, Mathematics, Business Administration or related field, 3-5 years of business, health insurance or general health industry experience and 3 years of experience in defining and analyzing business requirements, process modeling, and acceptance testing with 1 year experience effectively writing and running queries to support UAT activities; or equivalent combination of education and experience.</p><p>YOUR ROLE</p><ul><li><p>Understand the overall business work stream from a business user's perspective.</p></li><li><p>Apply industry-standard methods to develop and execute UAT, regression and end to end functional tests.</p></li><li><p>Review of business requirements, system requirements, architecture and design documents, and preliminary test planning.</p></li><li><p>Collaborate with peers to ensure adequate test coverage and efficient UAT execution.</p></li><li><p>Report test results, submit defects and verify defect fixes.</p></li><li><p>Effectively use required testing tools.</p></li><li><p>Define and prepare test data.</p></li><li><p>Compiles final testing documentation and prepares it for Bundle Release.</p></li><li><p>Provide support for production of Go-live/post implementation activities.</p></li></ul><p>Additional Responsibilities for level II</p><ul><li><p>Select, schedule, train, and coach Business Test Team.
