About the position

This position is a part of WaTech's finance group and provides financial management services to managers and staff within the agency. The staff in the Finance group works collaboratively with each other in the areas of budgeting, billing, accounts payable, accounts receivable, payroll, and general ledger accounting. This position reports to the Budget Manager.

As a Budget Analyst, you will be responsible for an $80 million portfolio, which includes IT networks and facilities and cybersecurity.  

Some of what to expect with this role:

  • Lead, maintain, and coordinate the following: Chart of Accounts, Compensation Impact Model (CIM) and the Quarterly Allotments.

  • Develop and maintain the internal and external budgets for IT networks and facilities and cybersecurity.

  • Analyze, project and provide timely and accurate executive-level financial information for the assigned programs on a monthly basis and more frequently if needed.

  • Provide advice to the managers of the assigned programs on financial matters.

  • Coordinate, collaborate and prepare financial analysis for fiscal requests from the Office of Financial Management (OFM) and Legislature for the assigned programs.

  • Develop budget requests (decision packages) for maintenance and policy level packages.

  • Prepare WaTech's portion of the Central Service Model (CSM) and modifications to the model for review by the Budget Manager.

  • Lead, coordinate, and collaborate with directors and Service Owners/Managers in the development of biennial budgets and internal service level budgets.

  • Analyze legislative bill for appropriations, reconcile appropriations with funding and expenditure authorities.

Here's what we're looking for:

  • Bachelor's degree in business, accounting, public administration, or closely related field. (Professional experience in budget development, execution, and report development may substitute year-for-year for education).

  • Five years of professional experience in budget development, execution and report development for state agencies or local governments.

  • Exceptional organizational, oral, and written communication skills.

  • Advanced Excel skills (create Pivot table and charts, write formulas such as Vlookup, IF/SumIf)

Preference may be granted to applicants with the following:

  • One year of experience with Washington state budget processes and applications.

  • Six months experience with Washington state accounting processes.

  • Experience with information systems such as AFRS, Workday, ERP reporting, Apptio or other database systems.

  • Exceptional interpersonal skills.

  • Experience writing funding proposals, issue papers, or similar.

  • Knowledge of Washington state legislative process.

  • Knowledge of SharePoint and MS Teams.
