Job duties for the Budget Analyst are:

  • Interprets and analyzes financial and programmatic policies and procedures and ensures they are adhered to.

  • Monitors and reviews division budget reports to identify discrepancies.

  • Compiles financial data for state and federal reporting purposes.

  • Develop routine and/or specialized financial reports.

  • Assist division managers, departmental staff and the department's Office of the Controller with budget issues and concerns.

  • Utilizes and develops routine and/or specialized financial reports.

  • Prepares budget revisions for assigned programs to ensure that the budget is accurately reflected.

  • Prepares, maintains, reviews and enter the division's biennial and continuation budget for assigned funds.

  • Prepares budget estimates and funding authorizations for assigned programs.

  • Review contract budgets for accuracy, appropriateness, and fund availability.

  • Approve budget travel, conference authorizations and purchase orders.

Employees in the State Budget and Management Analyst II positionexhibit a high level of independence and considerabletechnical knowledgeand experience of the budget process, program evaluation,policy analysis, and cost-benefit analysis.</p><p>Budget Analysts in these sections are primarily responsible for interpretating legislation and other governing language, developing and issuing budget policies and procedures, providing nonpartisan, accurate, and timely fiscal/policy analysis, conducting quarterly reviews with agency leadership to review agency performance and program evaluations including progress on strategic plan implementation, and presenting information on existing or proposed programs and policies that impact the budget in area(s) of assignment. In addition, all budget analysts participate in cross-functional teams to advance OSBM's strategic initiatives</p><p>In addition, Budget Execution analysts:</p><ul><li><p>Provides technical assistance and guidance to agencies in carrying out their delegated responsibilities related to budget oversight;</p></li><li><p>Monitor and consider requests to make budget adjustments within the framework of the State Budget Act, other relevant state and federal legislation, and rules and policies;</p></li><li><p>Perform continuous oversight and analysis of agency budgets and expenditures to ensure a balanced budget; and</p></li><li><p>Analyze expenditures and revenues and propose solutions to structural budget shortfalls to ensure that the Governor's Recommended Base Budget is an accurate plan for the upcoming biennium.</p></li><li><p>Monitor and evaluate program performance and identify opportunities to improve program efficiency and effectiveness.</p></li></ul><p>State Budget Management Analyst IIs are expected to be exhibit the ability to work at a high level of independence with considerable knowledge and experiences with the budget process, program evaluation, policy analysis, cost-benefit analysis; train new analysts; lead and/or supervise projects; and assume budget management of complex agency assignments.</p><p>ABOUT THE OFFICE OF STATE BUDGET AND MANAGEMENT:</p><p>For the last 40 years, work at OSBM has been high-impact public service. As the primary fiscal advisor to the Governor and the agency charged with overseeing the state's budget, staff provide strategic and financial analysis in education, health care, criminal justice, economic development, mental health, environmental regulation, transportation, human services, energy and other public policy areas.</p><p>In a typical fiscal year, the State will collect more than $23 billion in taxes from North Carolina residents and businesses. Through the budget, OSBM ensures the best use of public resources. This mission uniquely positions OSBM as an organization that offers its staff the opportunity to develop professional relationships with a variety of stakeholders across all state agencies and universities.</p><p>OSBM invests in staff by providing business-solution application training and sponsoring the attendance of statewide and national knowledge-sharing and budget-related conferences. Lastly, telecommuting and flex-time opportunities enable OSBM staff to make a difference, while maintaining a healthy work-life balance and the flexibility to enjoy North Carolina's high quality of life.</p><p>OSBM performs the following duties:</p><ul><li><p>Works with senior officials across State government in developing the Governor's recommended budget, negotiating the State budget with the General Assembly, and certifying the budget as approved by the Legislature;</p></li><li><p>Executes the enacted budget in accordance with the State Budget Act (G.S. 143C), special provisions outlined in Session Law, and other applicable general statutes;</p></li><li><p>Estimates and monitors revenue during the course of the fiscal year in order to insure availability of funds for expenditure by agencies;</p></li><li><p>Provides economic analysis for budget preparation and execution;</p></li><li><p>Controls the allotment of funds for compliance of maintaining a balanced budget;</p></li><li><p>Seeks to improve state government operations by coordinating agency strategic planning, overseeing performance management activities, evaluating program performance, and managing and reporting state data; and</p></li><li><p>Serves as staff and support to the Council of Internal Auditing in its implementation of the NC Internal Audit Act (Article 79, Chapter 143 of the NC General Statutes).</p></li></ul><p>Knowledge, Skills and Abilities / Competencies</p><ul><li><p>Considerable knowledge of and extensive skills in applying the principles and practices of public administration, budget and program analysis, and performance evaluation.</p></li><li><p>Working knowledge of the assigned agency programs is preferred but not required.</p></li><li><p>Demonstrated ability to research, analyze, interpret, and summarize complex data and identify clear findings and recommendations.</p></li><li><p>Ability to think critically to make connections that others miss and to use this skill to assist leadership, staff and agencies with identifying and solving problems</p></li><li><p>Ability to successfully lead and manage a project or initiative.</p></li><li><p>Proficiency in developing, organizing, and effectively communicating and presenting material of a complex nature in an understandable and informative style, and ability to respond knowledgeably to questions.</p></li><li><p>Ability to establish and maintain effective working relationships with internal and external stakeholders.</p></li><li><p>Ability to maintain professionalism while working under pressure and delivering results under tight and changing deadlines.</p></li><li><p>Ability to work independently with little direction and to exercise discretion, demonstrate integrity, and maintain confidentiality.</p></li><li><p>Proficiency in Microsoft Excel, PowerPoint, Word, and Outlook, and ability to use advanced tools and functionality</p></li><li><p>Demonstrated ability to clearly present oral and written reports.</p></li><li><p>Demonstrated skills in problem solving and project management</p></li><li><p>Ability to transition gracefully between a variety of tasks and function effectively with ambiguity.</p></li></ul><p>Minimum Education and Experience Requirements</p><p>Bachelor's degree in business administration, public administration, public policy or related field from an accredited institution and four (4) years of experience preferably in governmental accounting or budgeting, including one (1) year in advanced and responsible analysts or administrative capacity or an equivalent combination of education and experience.</p><p>Management Preference:</p><ul><li>Master's degree in the disciplines of public administration, public policy, planning, business, economics, or a related field from an accredited institution.
