Primary Purpose of Position:

The Division of Parks and Recreation is seeking a dedicated Budget Analyst to join our team. The Budget Analyst will be responsible for fleet management, procurement, invoices, fixed assets, and contract management.

Key Responsibilities include but are not limited to:

  • Assess risk management and implement appropriate management control systems within the division, including a quality assurance program; and to effectively support the division Section Chiefs, Program Managers, and Auditors respond to findings and use audit information for program improvement.
  • Manage expenditures, which include but are not limited to personnel expenses, equipment inventory and purchase, operational supplies, utilities, purchased services, assets, and all other expenses.
  • Ensure expenditures are processed in a timely manner and have been allocated to proper accounts, and records are maintained in a manner that is acceptable to the department, state auditor, state budget, and state controller.
  • Anticipate or identify problems and develop creative solutions to complex financial, budget, and program management issues in order to increase program effectiveness and customer service while decreasing/maintaining unit costs.
  • Manage complex financial processes to perform tasks associated with auditing/processing financial materials.
  • Maintain a balanced workflow. The workflow priorities change constantly due to financial requirements and the demands of management and other Department Divisions for reports and data on short notice.

Position/Physical Requirements:

  • Must be able to obtain a Notary Public certification.

Qualified candidates must have or be able to:

  • Experience managing a complex budget
  • Experience with financial controls, such as auditing and/or financial reporting.
  • Experience using Microsoft Office programs: Outlook, Excel, and/or Word

 Management Preference: 

  • Experience with North Carolina Financial Management Systems.
  • Experience with North Carolina Purchasing and Contracting System.
  • Experience with managing federal grants; planning and implementing changes to financial systems.

Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution 

AND 

two years of progressive related experience, one year of which should be in a supervisory role, 

OR

An equivalent combination of education and experience.
