The Executive Office of Labor and Workforce Development (EOLWD) seeks qualified applicants for the position of Business Management Specialist (Budget Analyst) within the Finance Department. EOLWD oversees the Department of Unemployment Assistance, the Department of Career Services, the Department of Labor Standards, the Department of Industrial Accidents, the Department of Labor Relations, The Department of Family and Medical Leave, The Department of Economic Research and The Division of Apprentice Standards.
The ideal candidate would possess a strong background in state budgetary procedures, experience with the Massachusetts Management Accounting and Reporting System (MMARS), knowledge of the Commonwealth Information Warehouse (CIW), and proficiency using Microsoft Word, Excel, Access and PowerPoint, and Federal grants. The ability to develop spreadsheets, perform mathematical calculations, analyze data, attention to detail and time management are essential functions of the position. This position operates hybrid and will need to come into the office as assigned for meetings and trainings.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION'S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

Minimum Entrance Requirements:
Applicants must have (A) at least three (3) years of full-time or equivalent part-time, professional experience in business administration, business management or finance/accounting, or (B) any equivalent combination of the required experience and substitutions below.
Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment.
Substitutions:
I. A Bachelor's degree with a major in business management, finance or a related field may substitute for two (2) years of the required experience.
II. A Master's degree or higher with a major in business management, finance or a related field may substituted the required experience.
