Position Summary

The Budget Analyst is responsible for analyzing financial information and preparing reports related to the financial activities of an organization. This position is governed by Generally Accepted Accounting Principles (GAAP), state and federal laws, and agency policy.

Education and Professional Work Experience

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting, economics, finance, financial management, general business, or a related field; plus, two years of experience in accounting, finance, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.

Preferred Qualification

Proficiency in all Microsoft Office products is required, especially Microsoft Excel. The candidate must effectively communicate orally and in writing. Good mathematical aptitude is essential. Management and organizational skills are required, with attention to detail.

Experience working with Federal Workforce Innovation and Opportunities Act grants.

Knowledge, Skills, and Abilities

  • Knowledge of Generally Accepted Accounting Principles (GAAP).

  • Knowledge of manual and automated accounting systems.

  • Ability to develop and maintain manual or automated accounting systems.

  • Ability to interpret and apply the provisions of laws, rules, or policies to accounting transactions.

  • Ability to analyze financial information and prepare reports. Ability to provide technical assistance to management, research investigators, staff, and the general public regarding accounting operations.

Job Responsibilities and Expected Results

Key Business Processes/Duties

  • Monthly reconciliation of expenditures and revenues between all accounting systems: Payment Management System (PMA), the Arkansas Administrative Statewide Information System (AASIS), the Arkansas Workforce Information System (AWIS) and the U.S. Dept. of Education G5 payment system (G5).

  • Responsible for assisting in the processing the cash draws and request for money.

  • Completes expenditure allocation spreadsheet for quarterly reporting .

  • Maintains the Statewide First-in, First-out (FIFO) spreadsheet for Admin and Rapid Response grant funding.

  • Creates monthly reports for Statewide activities.

  • Enters the Statewide expenditures on the Monthly Expenditure Summary.

  • Processes the FIFO No Year report to allocate expenses to the correct grant year.

  • Completes Quarterly reports for Statewide and Rapid Response.

  • Enter initial Sub awards and modifications into AWIS program allotment for manager approval.

  • Completes Quarterly reports for all apprenticeship and National Dislocated Worker grants (NDWG).

  • Enters new budgets in the combined budget file.

  • Completes the State Recapture Calculations

  • Enters grant sub-recipient information into the AWIS reporting System.

  • Prepares the Schedule of Expenditures of Federal Awards (SEFA) Quarterly Reporting and Reconciling for all grants under the Workforce Innovation and Opportunity Act (WIOA) accounting unit.

  • The position is the backup for the Manager of the WIOA accounting unit.

  • Reconciles cash monthly. Reports fund balances daily .

  • This positions analyses ARCARS data for monthly reporting.

  • Performs related responsibilities as required or assigned.

  • Responsible for error corrections.

Summary

The Budget Analyst is responsible for providing assistance to assigned agencies in biennial budget preparation and fiscal management. This position is governed by state and federal laws and agency/institution policy.

Functions

Researches, analyzes, and evaluates agency operations, funding sources, programs, and fiscal records to determine budgetary needs and effects of new programs. Reviews budget requests from agencies to determine completeness, accuracy, compliance with current regulations, and problem areas. Meets with agency directors and/or fiscal personnel to obtain additional information, discuss budgetary needs, and to provide advice on budgetary procedural problems. Evaluates agency requests and makes recommendations to executive and legislative officials and staff based on analysis, justification, and program knowledge. Attends various executive and legislative meetings to respond to technical questions and to clarify information. Participates in drafting legislation and monitors and revises legislation during legislative sessions. Provides technical assistance to agencies concerning a variety of fiscal-related activities. Performs other duties as assigned.

Dimensions

Occasional overtime required. Limited in-state and out-of-state travel is required.
