GENERAL STATEMENT OF JOB

Assists with the preparation and monitoring of the county-wide budget under the direction of the Budget Director.

EXAMPLES OF WORK

  • Prepares formal budget documents, procedures, and reports including but not limited to spreadsheets and summary schedules.

  • Provides recommendations on policy, administrative, organizational, fiscal and operating issues, challenges and impacts.

  • Conducts research and analyzes financial and statistical data; recommends applicable and appropriate changes.

  • Assists with improving internal controls, minimizing fraud, documenting best practices, conducting audits, and completing annual risk assessments.

  • Assists with general ledger reconciliations, preparation of journal entries and other schedules using various financial and mathematical methods.

  • Assists with monitoring and the development and maintenance of a budgetary control system.

  • Addresses budgetary and financial inquiries through comprehensive research, data analysis and interpretation, using spreadsheets and other pertinent business resources.

  • Aids in establishing departmental and organizational performance objectives and measures.

  • Attends related meetings, workshops, and conferences.

  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training, and Experience: Bachelor's Degree in Accounting, Finance, Business or a closely related field; supplemented by two (2) years of experience in accounting, budgeting, or internal auditing practices; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.

Experience with financial systems is required. Experience with Microsoft Excel is required. Experience in other Microsoft Programs, such as Word and PowerPoint, is preferred.

Experience with Generally Accepted Accounting Principles (GAAP) preferred.

Experience with a state or local government preferred.

Licenses and/or Certifications: Requires a valid driver license.

OTHER REQUIREMENTS

Physical Requirements: Must be able to operate office equipment including computer, telephone, fax/copy machine and any related peripherals.

Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount frequently in order to lift, carry, push pull or otherwise move objects. Requires bending, twisting and stooping. Physical demands are essentially those of sedentary work.

Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions.

This position requires the ability to read moderately to highly complex technical data, policy and procedure manuals, codes, etc. Must be able to prepare forms and reports using prescribed formats, and adhering to all rules of spelling, grammar, punctuation, diction and style. Requires the ability to communicate with a broad array of individuals from various professional backgrounds.

Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of instructions in written and oral form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.

Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, use decimals and determine percentages; interpret financial and statistical data and graphs; compute ratio and proportion.

Interpersonal Temperament: Requires the ability to tactfully and effectively interact with the public and with co-workers.

Must be adaptable to performing under stress when confronted with frequent deadlines or peak workloads. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
