General Statement of Duties:

The Budget Analyst prepares analysis and reviews quantitative data in support of the budgeting and financial planning needs of the college. Duties include integrating financial schedules and analysis into planning models, preparing budget reports, maintaining planning models, budget transfers, and creating other financial analysis as needed. The Budget Analyst is responsible for providing a high level of service, training and support to campus constituents and support campus planning processes. The Budget Analyst will support a variety of financial projects as necessary in support of critical initiatives taken on by the Office of the Vice President of Finance and Administration. This position is eligible to apply to MWCC Telework policy.

Responsibilities:

Compensation Analysis and Tracking

  • Maintain position Control, including performing finance calculations and scenario modeling
  • Prepare and monitor full-time labor and adjunct faculty projections throughout the year for all funding sources in partnership with Payroll, General Accounting, and grant recipients to ensure payroll expenses are appropriately allocated
  • Create, review and distribute position census reports and analysis

Financial Analysis and Reporting

  • Collaborate with grant office to create proposals for operational impact

Assist with budget analysis for campus community

  • Assist in monthly reporting process and BOT material preparation
  • Develop PowerPoint presentations and create financial presentations as requested
  • Validate funding requests by providing data and analysis to support recommendations
  • Provide analysis in support of multi-year financial projections

Budgeting

  • Distribute and collect budget preparation documents

Review monthly variance analysis

  • Create, review and distribute monthly variance reports and analysis
  • Support the development of the annual budget with regards to documentation, analysis, reporting and responding to ad-hoc requests
  • Validate data submitted on budget templates, consolidated campus budget template submissions, and other financial submissions using evidence-based analysis
  • Oversee the budget development module in Banner and ensure proper set-up budget
  • Perform budget reconciliations and process budget transfers as needed

Campus Budget Support, Analysis, and Training

  • Support and mentor college cost center and budget managers to further their financial literacy and understanding of college finances
  • Gather and create supporting documentation for the creation of process documentation and job aids.
  • Support projects and other budget and planning tasks as needed
  • Work collaboratively with fiscal staff on grants, contracts, and capital-based budgets.
  • Track, report, and generally oversee capital project budgets.
  • Other duties as assigned.

Requirements:

Minimum Qualifications:

  • Bachelor's Degree in Business, Accounting, Finance, or related disciplines;
  • Minimum of 3 to 5 years of budgeting and financial support experience; or
  • An equivalent combination of education, training, and experience shall be considered.
  • Demonstrated experience involving the preparation, justification, and analysis; or the control and administration; of a budget or budgetary program
  • Experience analyzing and preparing financials reports and statements

Required Knowledge, Skills, and Abilities:

  • Demonstrated proficiency with Microsoft Office 365 applications
  • Strong MS Excel experience, including using advanced formulas (Pivot Tables, SUMIFS, Index/Match, etc.) to analyze data and identify and present solutions to problems
  • Proficiency in both oral and written communications
  • Ability to communicate effectively to present complex budget information in a clear, concise, and professional manner
  • Ability to analyze situations accurately, and develop recommendations for an effective course of action or strategic solution
  • Ability to function independently with a minimum of direct supervision as well as the ability to work effectively in a team setting
  • The ability to work effectively with a diverse student body, faculty, and staff
  • Ability to quickly learn new systems
  • Ability to manage multiple tasks within tight timeframes and simultaneously manage several projects within stated deadlines
  • High level of emotional intelligence and service-oriented mindset
  • Focus on accuracy, attention to detail, and noticeable motivation
  • One who takes the initiative to identify and implement opportunities for process improvement or automation

Desired Qualifications:

  • Demonstrated experience working in higher education.
  • Demonstrated experience with Ellucian Banner Finance system.
  • Familiarity with the Massachusetts Management Accounting and Reporting System (MMARS).
  • Experience with Grant and Endowment fund recordkeeping is a plus.

Additional Information:

Salary: $60,000.00-$70,000.00
