Location: Main Campus Classification: Project Coordinator Position Type: Classified Anticipated Start Date: Upon Hire Salary/Wage: Annual Salary/Wage Range: $27.53 - $40.38 per hour (Classified Salary Level 14) Salary/Compensation Statement:

  • Hourly wage reflects an approximate annual salary of $57,269 - $83,986

  • New employees may not be placed on the salary schedule higher than any current employee in this classification with the same or greater number of years' relevant experience.

  • Lane Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions regarding your loan eligibility should be directed to your loan servicer or to the US Department of Education.

Required QUALIFICATIONS

Required Education:

Bachelor's degree with coursework in business administration, finance, accounting, or related.

Required Experience:

  • Three (3) years experience in accounting, financial reporting, financial analysis, and/or budget development and administration.

Licensure or Certification Requirements Conditions of Employment:

  • Successful applicants are required to complete a criminal background check. Infractions do not necessarily disqualify a candidate, and will be evaluated on a case-by-case basis.

  • Must work and reside in the state of Oregon at the time their work is being performed.

Preferred QUALIFICATIONS

Preferred Education

Bachelor's Degree in Business Administration or related field.

Preferred Experience

  • Extensive experience in budget, accounting, or financial administrative roles.

  • Experience working in Higher Education.

  • Experience with Banner, or other Enterprise Resource Planning (ERP) systems, database administration.

  • Experience planning, implementing or assisting with budget analysis and proposal preparation.

  • Experience working in a hands-on environment utilizing high-level computer skills within Microsoft Office Suite and Google Drive.

  • Experience with Oregon budget law.

Position Purpose:

The College Budget Analyst (CBA) will provide a full range of duties including fiscal/budget management and strategic and operational planning to assigned units. This includes resource planning, budget control, financial analysis, and fiscal oversight of instructional and/or administrative departments, in addition to serving as a critical conduit of transparent information.

Essential Functions:

Financial Management

In collaboration with the Budget Director, manages unit fiscal and business operations including the development and oversight of internal financial management processes and systems, forecasting, reporting, and fund administration. Specifically, the position will perform the following duties:

  • As directed by the Budget Director, facilitate and monitor short and long-range expense planning, allocate funds, and advise on unplanned obligations.

  • Investigate and analyze data to perform complex reporting tasks, maintain accurate data resources, and prioritize projects.

  • Support the units in the development of the annual operating budget. Manage budget and financial reporting systems for the unit.

  • Support continuous improvement of planning, resource allocation, and assessment structures.

  • Advise, train, and support managers, faculty, staff, and students on budget practices and policies, financial and operational performance, and reporting tools.

  • Monitor budget performance for the units and perform budget reconciliations.

Budget Management and Strategic Planning

In collaboration with the unit and the Budget Director, researches and presents information on services, operations, and program productivity. Specifically, the position will assist with the following:

  • Provides key analytical support evaluating and recommending the fiscal and operational impact of departmental activities and programs on current and future operations.

  • Anticipates significant resource issues, identifies and pursues opportunities to improve efficiencies, and presents information and analyzes so staff have the opportunity to respond proactively to problems and opportunities.

  • Helps provide guidance and oversight in the development, implementation, and modification of the budgets and financial processes to ensure they meet the administrative and programmatic needs of the units, ensure proper internal controls, and are consistent with college principles, policies, and procedures.

  • Helps maintain the college position list database in collaboration with human resources.

  • Perform budget transfers, adjustments, and journal entries.

  • Assist with compiling and publishing the annual budget document.

  • Maintain currency in the field of Oregon budget law and best practices in budgeting and financial reporting and analysis.

  • Develop and foster teamwork and collaboration in an environment that respects and promotes diversity, sustainability, integrity, communication, and service to the campus community. Provide excellent customer service to the campus and external community and the public from diverse cultural, social, economic, and educational backgrounds.

  • Perform legal requirements for the annual budget process.

  • Manage the budget development website.

  • Problem solve and manage sensitive information with appropriate awareness of FERPA standards and maintain confidentiality.

  • Other duties as assigned.

Supervision Statement:

This is a direct reporting relationship to the Budget Director. This position will also support budget partners across the College through the work referenced above, including divisional leaders, budget managers, and/or project coordinators.

Physical Demands/Working Environment:

This position works indoors and is exposed to usual office working conditions that include office noises and interruptions, such as printers, telephones, and visitors. This position requires that an employee is able to sit or stand for extended periods of time; perform cognitive and psychometric work for more than six (6) hours a day. Work Safely.
