About the Division of Social Services (DSS):

The Division of Social Services (DSS) provides direct services that address issues of poverty, family violence and exploitation.  We aim to prevent abuse, neglect and exploitation of vulnerable citizens, and promote self-reliance and self-sufficiency for individuals and families.      

The responsibilities of the Budget Analyst are as follows:

  • Interprets and analyzes financial and programmatic policies and procedures to ensures they are adhered to.

  • Monitors and reviews division budget reports to identify discrepancies.

  • Compiles financial data for state and federal reporting purposes.

  • Develop routine and/or specialized financial reports.

  • Assist division managers, departmental staff and the department's Office of the Controller with budget issues and concerns.

  • Utilizes and develops routine and/or specialized financial reports.

  • Prepares budget revisions for assigned programs to ensure that the budget is accurately reflected.

  • Prepares, maintains, reviews and enter the division's biennial and continuation budget for assigned funds.

  • Prepares budget estimates and funding authorizations for assigned programs.

  • Review contract budgets for accuracy, appropriateness and fund availability.

  • Approve budget travel, conference authorizations and purchase orders.

  • Experience with the fiscal and operational policies of the federal and state government, including budgeting, accounting, and purchasing guidelines to assure financial accountability.

  • Skills in analyzing, researching and completing financial reports

Bachelor's degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting;

Or

An equivalent combination of education and experience.  The North Carolina Department of Health and Human Services is an Equal Opportunity Employer.
