Department Mission:

Under the Department of Commerce, the mission of the Division of Employment Security (DES) is to administer the unemployment insurance system for the state of North Carolina by delivering efficient, effective and quality service.

Description of Work:

The Finance & Budget (F&B) unit is responsible for all of the financial accounting, budgeting, and cash management activities of the Division of Employment Security (DES).  This includes maintaining six separate funds within the State of North Carolina budget and cash management systems and the Unemployment Trust Fund within the United States Treasury in Washington, DC.  The unit is 100% federally funded and therefore does not receive any general funds.

The primary responsibilities of the Budget Analyst II position are to develop and submit grant applications, establish budgets, and continually review all program budgets and expenditures.  This is accomplished through utilization of both State and DES systems.

Budgets must be developed/established at not only the Office of State Budget and Management Integrated Budget Information System (IBIS) level, but also as individual budgets within the FARS accounting system.   Each unique funding stream, approximately 50, must be tracked separately and independently of other funding streams to ensure compliance with federal regulations and reporting requirements and to comply with unique funding stream constraints.

This position is responsible for interpreting and ensuring compliance with not only state guidelines and regulatory statutes, but also federal guidelines, regulatory statutes, and rules on use of funds.  Position must ensure expenditures are allowable to prevent disallowed costs.

  Federal rules and regulations include, but are not limited to, 2CFR200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Unemployment Insurance Handbook 336 - Unemployment Insurance State Quality Service Plan Planning and Reporting Guidelines, and various grant specific requirements.   State rules and regulations include the North Carolina Office of State Budget and Management Budget Manual and the NC Department of Commerce Purchasing Manual.  This position also interprets all memorandum and directives from the U.S. Department of Labor and the federal Office of Management and Budget, as well as memorandums and directive from the North Carolina Offices of State Budget and Management, State Controller, and State Auditor to ensure compliance.

Position utilizes the North Carolina's e-Procurement System, which is the State's electronic purchasing system used by DES for the purchase of goods and services.  In addition, the position must have knowledge of the North Carolina Integrated HR-Payroll System (BEACON) and the Business Objects functionality (BOBJ).  In addition to the State systems, this position must have knowledge of the of DES' FARS Accounting System, including the AP/PO Module, the General Accounting Module, and DES' chart of accounts.

 This position is responsible for maintaining the tables in the Finance & Budget Data Warehouse and utilizes Oracle Business Intelligence to create and run queries of DES financial information.  As required by federal granting agencies, this position must also utilize Grants.gov, a centralized federal site used for finding and applying for federal funding opportunities.

This position is responsible for the completion of the unique, federally required North Carolina UI Resource Justification Model.  This complex, annual model is an extensive data collection system which gathers UI administrative expenditures used by state agencies to operate their respective UI programs and is the basis for the US Department of Labor to allocate UI administrative funds appropriated by Congress.

This position is not only responsible for monthly State reporting requirements associated with NCAS and other DES funds, but is also responsible for required federal reporting to USDOL, Employment and Training Administration, on both a quarterly and annual basis.  In addition, position is responsible for monthly reporting to DES Executive staff on position utilizations, the financial status on all funding streams, forecast of anticipated expenditures, and forecast of anticipated revenue.

This position interacts with various levels of staff, to include but not limited to, program managers, DES Executive management, State and federal auditors, and various grantors.   Performs other duties as assigned.

  Prepare training materials and resources for program staff to assist them in monitoring their budgets.  Review procurement requests for programs within the assigned portfolio to ensure funds are available and items use appropriate budget codes.

The work location is in Raleigh, N.C. and the base work schedule for this position is Monday - Friday, 8:00 am to 5:00 pm.

  • Thorough knowledge of fiscal and operational policies of state government.

  • Considerable knowledge of principles and practices of public administration and governmental budgeting and accounting.

  • Demonstrated experience in the financial structure, accounting systems, and financial procedures of the State of North Carolina.

  • Demonstrated experience using Microsoft Excel.

  • Experience working with federal grants and contracts.

  • Experience communicating (in written, visual, and oral media) complex financial and budget information to various audiences, from front-line staff to executive level leadership in a clear, concise manner that recognizes the unique needs of different stakeholders.

  • Bachelor's degree in business administration, public administration, accounting or related field, from an accredited institution and four years of experience, preferably including experience in accounting or budgeting; or

  • An equivalent combination of training and experience.
