Salary Grade:  NC16      

Recruitment Range: $55,823.00 - $80,836.00

  The work arrangement for this position is currently hybrid. However, this work arrangement is subject to change.

Description of Work:

The Labor and Economic Analysis Division (LEAD) is the state's primary source for economic and labor market information. LEAD collects and analyzes key data, conducts impact assessments, and provides research and policy support to workforce and economic development. The division also develops tools, training, and evaluations to enhance strategic planning and program effectiveness.

The Division is seeking a skilled and detail-oriented Budget Analyst to manage advanced budget operations, financial analysis, and advisory functions. This position is pivotal in maintaining the Division's financial health by supporting state and federal program operations through effective budget preparation, execution, monitoring, and forecasting. A strong understanding of federal financial operations, including funding requirements, reporting processes, and compliance with fiscal monitoring reviews, is essential for success. The ideal candidate will have experience collaborating with fiscal agents, managing multiple funding streams, analyzing complex financial data, and ensuring compliance with state and federal policies. Key responsibilities include the following: 

Budget Operations and Analysis:

  • Review and analyze monthly financial reports, identifying trends and providing recommendations on budget and financial issues.
  • Maintain and update budget documents, financial reports, and forecasting models to support future financial planning.
  • Monitor cost centers, NCFS accounts, and expenditures to ensure compliance with budgetary limits.

Funding and Grant Management:

  • Oversee state and federal funding sources, ensuring compliance with budgetary policies and grant requirements.
  • Prepare budget documentation, spending projections, and financial reports to support grant-related processes.
  • Assist in audits and financial monitoring reviews for federal, state, and other grant-funded programs.

Policy Compliance and Collaboration:

  • Provide budgetary guidance to leadership and program managers to support efficient program operations.
  • Collaborate with fiscal staff and federal agencies to ensure compliance with financial regulations and legislative changes.
  • Work with the Division's Business Officer to oversee accounts payable, invoices, purchase orders, and contracts for timely and accurate processing.

  • Demonstrated experience with state government fiscal operations, including budget preparation, execution, and monitoring.
  • Demonstrated experience with Microsoft Excel spreadsheets for analyzing financial data, applying forecasting methods, and developing accurate budget projections. 
  • Demonstrate experience tracking expenditures for fiscal accuracy, identifying discrepancies, and resolving financial issues.
  • Ability to interpret financial data and assess its impact on business operations, policies, and procedures.

  • Bachelor's degree in business administration, public administration, accounting or related field, from an accredited institution and four years of experience, preferably including experience in accounting or budgeting; or 
  • An equivalent combination of training and experience.
