POSITION OBJECTIVE:

The position of Budget Analyst I is for the purpose of assisting in the facilitation, development, implementation, and monitoring of the budget for all funds, departments, and schools.

DUTIES & RESPONSIBILITIES: (These duties are a representative sample; position assignments may vary.)

  • Assists in district-wide budget development and preparation.

  • Audits submitted data and resolves discrepancies; summarizes and prepares department and school budgets.

  • Assists in conducting financial analysis at the school and department level, contributing to long-term financial planning.

  • Ensures that budget practices follow applicable school district and state rules, regulations, and laws.

  • Partners with budget owners, schools, and departments regarding budget planning, procedures, analysis, and reconciliations to ensure accuracy and compliance.

  • Analyzes and communicates with budget owners on a continuous basis regarding budget to actual trends and expenditures, as well as providing support for future budget planning.

  • Remains informed of OSPI changes in accounting, budgeting, and district procedures; ensures such changes are reflected in the state budget document and in business office practices.

  • Analyzes budget reports on an ongoing basis; monitors actual expenditures and revenues in relation to district budget.

  • Maintains the general ledger account codes for all funds. Maintains the position codes for the district.

  • Reviews and prepares journal entries and budget adjustments.

  • Assists in the preparation of financial models.

  • Performs analyses of district operation costs and revenues in relation to the district's strategic plan.

  • Monitors staff levels and analyze labor costs. Assists in the development of financial model for position budgeting and provides budget approval for positions hired throughout the year.

  • Provides backup and peak load assistance to other staff.

  • Responds to state auditor's questions in relation to budget.

  • Provides clear and timely notification to the budget owner of any changes in expenditures that impact budget projections, with a focus on any potential overspending.

  • Assists in the execution of daily budget operations and reconciliations.

  • Serves as a member of the financial team of the district; perform related duties consistent with the scope and intent of the position.

  • Assists in preparing reports for departmental budget owners and works with senior analysts to deliver insights.

  • Performs other job-related duties as assigned.

REPORTING RELATIONSHIPS:

  • Reports directly to and is supervised by Budget Director.

EDUCATION & EXPERIENCE (positions in this class typically require):

Required:

  • Bachelor's degree in business administration with emphasis in Finance or Accounting, or related analytical field.

  • Prior budgeting analysis experience in a large, complex organization.

Preferred:

  • 4 years of experience in K-12 budget or accounting office and K-12 Financial systems.

  • Experience with school finance in the state of Washington.

Allowable Substitutions:

  • Experience in accounting and budgeting for a large and complex organization may substitute for the educational requirement on a year-for-year basis.

LICENSING REQUIREMENTS (positions in this class typically require):

  • None

KNOWLEDGE (position requirements at entry):

  • Knowledge of general accounting practices and procedures.

  • Knowledge of WA OSPI Accounting Manual.

  • Knowledge of computer operation and ability to learn specific software programs.

  • Knowledge of school finance.

SKILLS (position requirements at entry):

  • Proficient in Excel and basic SQL queries for data extraction and analysis.

  • Organization skills and the ability to collaborate with others.

  • Skill in effective communication.

  • Ability to work as a team member to achieve department and organizational goals.

  • Ability to prioritize, organize, and plan work independently to meet project goals and deadlines.

  • Ability to develop effective accounting and budgeting procedures and document those procedures.

  • Ability to gather, evaluate, audit, and analyze data.

  • Ability to perform accurate arithmetic calculations.

  • Possesses high level of proficiency in Excel and able to create, maintain, and explain complex financial spreadsheet models.

  • Ability to maintain confidentiality.

  • Ability to establish and maintain effective working relationships, solve problems, and exercise independent judgment.

  • Ability to work effectively under pressure.

  • Required to meet externally imposed and inflexible deadlines.

  • Required to deal with complex problems with multiple solutions.

  • Ability to perform all duties in accordance with all applicable Board policies and district and legal requirements.

  • Demonstrates multicultural sensitivity with the ability to effectively and collaboratively work with diverse populations.

PHYSICAL REQUIREMENTS:

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Incumbents may be subjected to moving mechanical parts, odors, chemicals, extreme temperatures, inadequate lighting, workspace restrictions, and intense noises.

CONDITIONS OF EMPLOYMENT:

CTSA Grade 5 ($ 84,868 to $ 93,555 annual salary), starting at $84,868. 40 hours per week, for a 261-day annual assignment. Medical, dental, vision, long-term disability, and life-insurance eligibility is based upon 630 hours worked within a school year. Retirement provided through Washington State Department of Retirement Systems. Other benefits include vacation and paid holidays.
