Position Overview
The Budget Analyst is a pivotal role in managing and overseeing the financial planning and budgetary control of the county's large-scale infrastructure projects and contracts. This role requires meticulous development, analysis, and monitoring of budgets specific to construction and contract-related activities to ensure financial stability and optimized resource allocation. The Budget Analyst collaborates closely with various department heads to prepare annual budgets, forecast future financial needs, and provide strategic financial recommendations.
Job Duties/Responsibilities
Prepare and assist with the annual budget for the city and county, including revenue projections, expenditure planning, and financial forecasts.
Update and maintain citywide and countywide database systems for budget tracking and management.
Perform complex financial analyses and statistical computations for rate studies, salary increases, financial models, and cost allocation plans.
Monitor budget balances, review budget transfers, and report on budget performance for ongoing projects and contracts.
Research and respond to financial and budget inquiries from staff, city management, citizens, other municipalities, city council, and county officials.
Develop and analyze benchmarking and performance management tools to optimize financial efficiency and project effectiveness.
Prepare various financial statements, schedules, charts, reports, and conduct detailed financial analysis to identify variances and investigate causes.
Prepare training materials and conduct training sessions for department budget liaisons.
Participate in special projects and accounting projects, including cost-benefit analysis, program evaluation, and financial modeling for new and ongoing projects.
Assist in the development of long-term financial plans and strategies to support infrastructure and contractual commitments.
Collaborate with department heads, contractors, and other stakeholders to gather and address budgetary information and financial queries.

Requirements
Education
Experience
2-4 years of experience in budget analysis, financial planning, or a related field.
At least 1 year of experience working in a construction company or a Government Project.
Knowledge, Skills, and Abilities (KSAs)
Knowledge of governmental accounting principles and practices, particularly in a county or municipal setting.
Proficiency in financial software and Microsoft Office Suite, especially Excel.
Strong analytical, problem-solving, and decision-making skills.
Excellent communication and interpersonal skills, with the ability to present complex financial information clearly.
Good knowledge of MS Excel including advanced tools and formulas, complex tables, and charts
Must have excellent verbal and written communication skills.
Must have good strong knowledge of computer skills and an understanding of budget and finance software.
Must have a clear understanding of accepted accounting practices.
Possess superior analytical skills and good reasoning and judgment skills are essential.

Physical Demands and Environmental Exposure:
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
