Responsibilities

The professionals at the National Security Agency (NSA) have one common goal: to protect our nation. The mission requires a strong offense and a steadfast defense. The offense collects, processes and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes. The defense prevents adversaries from gaining access to sensitive classified national security information.

Budget Analysts at NSA provide sound and accountable financial management, information, and decision-making support to enable NSA to be fully responsive to external oversight requirements as well as providing support and guidance internally. They ensure optimization of Agency resources through corporate oversight of all funds and manpower associated with NSA, direction of NSA's budget and program build process and execution process, and corporate oversight for all reimbursable Memorandum's of Agreement and Interagency Support Agreement's that are executed by NSA.

Description of Position:

As a Budget Analyst at the NSA, you will be instrumental in building and executing budgets for multiple years and producing financial reports. Budget Analyst responsibilities include but are not limited to:

  • Planning, programming, budgeting and execution process, the congressional budgetary processes, and DoD/IC - specific budget practices

  • Aanalyzing financial, performance, and requirements data for business decision making

  • Using financial principles to identify trends in data

  • Justifying the resources (manpower and funding) to support the strategic plans of the President, DoD, Intelligence Community, and the NSA

  • Advising NSA/CSS elements in the preparation, negotiation, coordination, approval, and termination of all reimbursable support agreements, to include Interagency Assisted Acquisitions

  • Managing all aspects of Cyber tenant requirements and reimbursement activities to ensure proper execution of funds within appropriate timeframe as indicated on incoming MIPRs

  • Managing civilian and military manpower resources to reflect current and future requirements

Individuals selected for this position are required to obtain DoD Financial Management (DoDFM) - Level II certification within 24 months.

  • PeopleSoft

The following certifications are preferred:

  • DoD Financial Management (DoDFM)
  • Certified Defense Financial Manager (CDFM)

Qualifications

Salary Range: $45,972 - $73,105 (Entry/Developmental)

Entry is with a Bachelor's degree and no experience. A high school diploma or GED plus 4 years of relevant experience, or an Associate's degree plus 2 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.

Degree must be in Business or a related field (e.g., Accounting, Economics, Finance, Statistics, Mathematics, Business Administration, or Public Administration) with at least 24 semester credit hours in accounting, business finance, law, contracts, purchasing, economics, industrial marketing, marketing, quantitative methods, and/or organizational management.

Relevant experience must be in a business or finance related area (e.g., analyzing/monitoring budgets and expenditures). Certified Defense Financial Manager (CDFM) and/or DAWIA Financial Management (FM) level I is preferred.

Salary Range: $68,036 - $106,012 (Full Performance)

On-the job training, Internal NSA courses, and external training will be made available based on the need and experience of the selectee.

Monday

  • Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible). Some over-time will be required.

In support of the Agency mission as a whole, the Business Analysis Group leverages financial analytic tools to facilitate data collection management, data analysis, advanced analytic studies tool development, metrics, and forecasting. This organization also provides cost and financial data analyses to inform senior leader resource decision making. Operations Research Analysts support the mission by analyzing, developing, and applying mathematical/statistical or computational methods and lines of reasoning to provide support to independent studies, analysis of alternatives, economic analyses, and program budget development. For certain positions, individuals are expect to obtain a Defense Acquisition Workforce Improvement Act (DAWIA) certification within 24 months. Description of Position As an Operations Research Analyst, you will plan, develop, implement, document, and maintain cost/financial methods, models, and strategies and perform predictive and prescriptive data analyses to enable decision making by senior NSA leaders.
