Five (5) years' experience which substantially satisfies the following:

Extensive knowledge and understanding of Fleet operations in regards to NMCI, One Net, deployable requirements, DON CIO mandate to use DLA for multifunction devices (MFD), submission and guidance of NAV-IDAS Information Technology Procurement Request (ITPR), and SharePoint.

Functional knowledge of Command Carrier Strike Groups (CCSG) and Aircraft Carriers (CVN), Consolidated Afloat Networks and Enterprise Services (CANES) systems.

Technical knowledge in the procurement and project management of Video Teleconference Systems (VTC) and Audio Visual equipment.

Proficient knowledge on applicable concepts and practices in logistics and budget such as budget preparation, warehousing and inventory management.

Overall computer proficiency including proficiency in Microsoft Office (Word, Power Point, Excel, Outlook) and SharePoint, additional applications proficiency required for NAV-IDAS (ITPR), PBIS-IT, STARS-FL, and Command Financial Management System (CFMS).

Possess superior customer service and communication skills (oral and writing skills) to work closely with all levels of leadership involved in IT operations, lifecycle and technical aspects of C51 system.


Bachelor's degree in accounting, financial, or equivalent verifiable work experience of five (5) years providing budget analysis and logistic support similar to functions described under this functional support area.

The Office of Budget & Strategic Planning is seeking innovative and analytical professionals for the position of Budget & Policy Analyst to work within the team that develops and maintains the City's budget. Interviews for this position will occur during the winter and spring with a target start date of early summer. Candidates with previous budget or public finance experience may be hired earlier. The annual budget is the most significant policy document that the city produces. Our department takes this duty seriously, working to ensure that the city is efficient, delivers the right services at the right cost, provides excellent core services, and meets citizen expectations when it comes to technology and modernization. Outside of budget season, Budget & Policy Analysts get the chance to provide analytical support to department directors and the City Manager's Office and to identify solutions to the most pressing policy issues facing the city. Essential Functions Budget & Policy Analyst Essential Functions Salary Range: $47,823 - $55,000 * Evaluates department budget requests and recommends budget adjustments based on historical financial research and comparison, resulting in detailed analysis and written communication to senior management; * Builds rewarding relationships with departments to assist with problem solving and process improvement; * Identifies and resolves budget problems for departments; * Informs appropriate staff about budget inefficiencies and works with them on the installation, maintenance, and review of proper budgetary controls; * Completes analyses or special projects on issues such as local impact of a state or federal mandate; * Coordinates the preparation of the detailed budget documents through other employees, divisions and departments; * Reviews all changes to a department's budget and staffing level and prepares a written recommendation detailing how proposed changes satisfy City priorities; * Uses multiple financial systems and databases to prepare comprehensive technical reports showing the status and projected impact of expenditures and revenues for City departments; * Develops and presents policy analysis to senior management using robust data analysis and visualization techniques and; * Performs other duties as needed. Knowledge, Skills and Abilities: * Thorough knowledge of budgeting policies, procedures and methodologies; * Thorough knowledge of evaluation techniques relating to service delivery and program performance measurements; * Considerable analytical and decision-making skills; * Excellent verbal and written communication. Education/Experience Work requires broad knowledge of accounting, budgeting, or finance. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. One year of budget or accounting experience or an equivalent combination of education and experience. The preferred candidate will possess: * A Master's degree in Accounting, Budgeting, Finance, Public Administration, Public Policy or a related field; * Previous experience researching resourcing issues and evaluating budget submissions.
