Physical Demands: The work is mainly sedentary, although at times may require some standing, bending, walking, carrying of light items such as paper. books, files, boxes. No Special physical demands are required to perform work.

Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Major Duties:

  • Perform budget work for internal operating programs in support of one or more of the phases or systems involved in budget administration including formulation, presentation, and execution of budget.

  • Coordinate, prepare, and submit all budgetary information required for the Annual Center and Study Budget Report that provides the next fiscal year funding allocation to our Centers and all participating sites in the Studies.

  • Research, compile, and summarize data concerning personnel salaries, including projected cost-of-living increase, within-grade increases, promotions, awards, overtime, and current appointments, to formulate annual budget estimates.

  • Gives assistance to Senior Management on budget execution, use of funds, and interprets standard budget procedures, practices, and regulations to the other staff.

  • Provide financial reports to Center management on a regular basis, projecting availability of research funding by quarter and fiscal year. Provide recommendations on alternatives for expending surplus funding to maximize benefits to the entire Research program.

  • Review and edit budget requests submitted by Center managers to assure that they conform to CSPCC procedural requirements.

  • Perform budget formulation duties involved in the process of preparing detailed analyses and estimates of annual funding needs for one or more future budget years. Provide CSPCC Senior Management officials with procedural and regulatory guidance concerning availability of or limitations on the use of funds.

  • Revise data, as necessary, for inclusion in budget reports and schedules furnished to Central Office; review requests for allotments of funds; analyze budgetary and financial data, and staffing plans submitted by program managers for consistency with financial plans, policies, and timetables of the employing component; prepare analyses and justifications of requests for allotments of funds available in the budget.

  • Coordinate and assist with financial report preparation for best practice reviews within the Centers.

  • Based on a variety of information, prepares estimates for projected operating budget. Accurately forecast and document need for funds.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/25/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, Experience preforming review of program data to support the Supervisory Budget Analyst or Senior Leadership; execute fiscal competency skills that include compiling, analyzing, editing, and consolidation of review of daily, monthly, and annual fiscal reports. OR,
  • Education:Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at the GS-11 level. You must have a combination of specialized experience and education beyond one year of graduate-level education .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
