Duties

The incumbent will conduct organizational, procedural and policy analyses, collect or extract data from varied and disparate financial reports and databases, conduct various financial analyses and reviews, and perform audits and assessments in order to effectively oversee and manage the financial responsibilities of OAA in carrying out sections 304 and 403 of the MISSION Act.

In addition, the incumbent advises OAA leadership on substantive issues that have significant impact on national financial policy, fund execution and financial systems. They conduct complex and multifaceted analyses, prepare official reports for use in Congressionally Mandated Reports, or for the OIG, as well as make policy change recommendations.

The incumbent also provides expertise and consults with the VHA Office of Finance, VA Office of Contracting, and VAMC Fiscal Offices nationwide regarding the OAA financial program and budgets. Develops new systems and processes and ensures that current procedures, systems, and metrics are in place for overseeing a nationwide funding allocation system. Conduct audits and provide consultation and guidance to the VA Medical Center fiscal services related to the proper utilization of funds.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  1. Analyze trends in the receipt, obligation, or expenditure of funds to ensure that the objectives of the annual financial plan are met on a timely basis and that funds are available, properly managed, and effectively used to support program objectives.

  2. Compose manuals, directives, handbooks, and other instructions detailing policy and procedures for performing VHA fiscal activities.

  3. Serve as a Contracting Officer Representative (COR) overseeing national contracts, ensures National Contracts are properly executed; performs audits of contract invoices; certifies and approves expenditures working directly with the VHA contracting office.

  4. Develop recommendations and supporting documentation needed to process financial estimates, requests for supplemental appropriations, and requests for reprogramming appropriations and allotments necessary to finance new programs or programmatic changes brought about by legislative action.

  5. Conduct, audit, and provide consultation and guidance to VA Medical Center fiscal services related to proper utilization of funds. Investigate audit violations and make authoritative recommendations to senior leadership for appropriate action.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some work may require lifting file boxes and walking between office buildings.
