These positions are located in Pacific West Regional Office, Interior Regions 8, 9, 10, and 12, in the Regional Comptroller Office.

  • Serves as a consultant and advisor in all phases of budget and related financial management matters.

  • Formulate and execute broad financial plans and policies affecting the authorization and use of funds.

  • Review and analyze financial plans and summaries prepared for comparison of budgets to allowances; determine significant deviations and reasons, and recommends corrective action, where necessary.

  • Responsible for the formulation and effectuation of plans, procedures, standards, and methods covering all phases of budgeting allocations, apportionments, and financial controls.

Duties will be developmental in nature when filled below the full performance level.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

At the GS-09 Level:

Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level (Note: Assistant or Technician work in a single grade occupational series at the GS-07 level does NOT qualify for this position, however GS-08 level may). Examples of specialized experience include the following: 1) budget and finance work; 2) tracking expenditures by proper accounts and type; 3) providing information on salary calculations for incorporation into budget planning, preparation, and execution; 4) analyzing and evaluating changes in program plans and funding and their effect on the budget; and 5) preparing financial reports consistent with regulations and guidelines.

Education: Have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that is directly related or LL.B. or J.D., if related.

Combination of Education and Specialized Experience: Have an equivalent combination of the type and level of experience and education described above. Only graduate level education in a field directly related to the position being filled in excess of the first year may be combined with experience.

At the GS-11 Level:

Specialized Experience: One (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Examples of specialized experience includes performing the following: 1) budget and finance work; 2) tracking expenditures by proper accounts and type; 3) providing information on salary calculations for incorporation into budget planning, preparation, and execution; 4) analyzing and evaluating changes in program plans and funding and their effect on the budget; and 5) preparing financial reports consistent with regulations and guidelines;6)independently providing support and guidance on analysis to other budget personnel and functional contacts in serviced organizations; 7)reviewing budgetary actions submitted to ensure compliance with budgetary policies and guidelines.

  • Education: Have completed three (3) full years of graduate education leading to a PhD. or equivalent doctoral degree in a field directly related to the position being filled.

Combination of Education and Specialized Experience: Have an equivalent combination of the education and specialized experience described above. Only graduate level education in a field directly related to the position being filled in excess of the first two years may be combined with experience.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following:

OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
