The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: http://www.bsee.gov/This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of Budget in Sterling, VA.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

1.Assesses current and potential budget priorities and allocations made by Departmental, executive (i.e. OMB) and Congressional officials on the Bureau. Advises top management regarding these developments and their potential impact to Bureau and program resource levels.

2.Monitors program office allocations, operating plans, financial plans, mid-year, quarterly review and end-of-year processes. Analyzes past budgetary and actual usage of funds to determine whether resources are properly allocated.

3.Collaborates and coordinates with senior budget analysts to respond to data calls from the Department, OMB, and Congress and enters budget information into the government-wide MAX system operated by OMB.

4.Performs a variety of analyses in support of bureau budgetary/fiscal processes and maintains records of all budget and financial related reports, compiling verbal and/or written summaries or reports as needed or requested by senior management officials.5. Monitor and oversee FTE allocations to ensure programs stay within approved ceilings.

6.Serves as budget representative in various technical working groups.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information

GS-11: $82,764-$107,590

GS-12: $99,200-$128,956

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.Minimum Qualification Requirements:

To qualify for this position, you must meet either A, B or C defined below. If qualifying on education OR combination of education and experience, you must provide transcripts.

GS-11

A. Education: You may substitute education (education that is directly related) for experience at the GS-11 level if you have achieved: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

B. Specialized Experience:

To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Planning, preparing, analyzing, and monitoring budgets;

  2. Monitoring and evaluating financial program data from various financial systems/sources; AND

  3. Consolidating financial data to reflect an overview of the financial status of programs and operations.

OR

C. Combination of education and experience: A combination of education and specialized experience, which when combined, equal 100% of the qualification requirement. Only directly related education in excess of the first two years of progressively higher-level graduate education toward a doctoral or the equivalent graduate degree may be used toward this combination. (example: 2.5 years in a doctoral program (50%) plus 6 months of specialized experience (50%)=100%)

GS-12

A. Specialized Experience:

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Planning, preparing, analyzing, and monitoring budgets;

  2. Monitoring and evaluating financial program data from various financial systems/sources; AND

  3. Consolidating and presenting financial analysis to senior budget analysts and/or leadership.
