Duties
If selected for this position, you will join a well-respected team that is responsible for implementing and administering a variety of budget and financial management activities for the U.S. Attorney's Office for the Western District of Kentucky. The incumbent will perform a variety of financial activities for the district which will include, but are not limited to, the following:
Entering obligations and payments into an automated financial system;
Monitoring and tracking obligations and expenditures for the office;
Verifying that obligations and expenditures occur on an timely basis in accordance with regulatory controls;
Reviewing obligations, expenditures, unobligated orders and available balances to ensure they are properly maintained, supported, and documented;
Participating in the review of open obligations, ensuring they are valid and supported;
Assisting in the formulation, justification, and execution of the district budget;
Preparing a wide variety of budgetary reports; and
Overseeing the processing of travel authorizations and travel vouchers/claims.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

You must be a U.S. Citizen or National.
Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

If selected, you may be required to complete a one year probationary period.
Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
GS-09: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-07 level in Federal service.
Specialized experience is defined as experience performing budget or financial management work which demonstrates a knowledge of budget and finance policies, principles, and practices sufficient to assist with the budget process. Examples of specialized experience include monitoring and tracking obligations and expenditures and ensuring they are properly maintained; reviewing obligating documents for funds availability and regulatory compliance; tracking funds; inputting data into an automated financial/budget system; processing bills for payment while resolving problems or disputed bills; conducting audits; gathering statistical data needed for financial reporting; and developing budget reports.
Education: One of the following types of education in a related field (e.g., Finance, Accounting, Financial Management, Business Administration): a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.

Examples of specialized experience include formulating and executing the budget; supporting financial management operations; conducting audits, tracking funds, and developing statistical reports.
Education: One of the following types of education in a related field (e.g., Finance, Accounting, Financial Management, Business Administration): a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M, if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
