Duties

You will serve as the CGIS Planning and Budget Coordinator. As such, you will be responsible for defining, planning, execution, and implementation of resource and financial requirements necessary to execute CGIS administrative and operational requirements.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Developing fiscal year operating budget requirements and defining CGIS requirements, priorities and planning, and coordinating internal and external research and development activities to meet CGIS mission requirements.
  • Ensuring CGIS development and execution of fiscal formulation and execution in accordance with DHS and CG guidance, policy and regulations.
  • Developing annual CGIS operating budget forecasts and budget execution based on analysis of expenditures and forecasting.
  • Planning and coordinating a variety of elements including identifying program needs and capacity (including surge capacity), planning for resource allocation and use, assuring service delivery, preparing to respond to critical events, and evaluating outcomes.
  • Conducting evaluations of various CGIS plans and programs functions for the purpose of decision-making and action by senior CGIS leadership, makingefforts outcome-oriented, and identifying improvements to CGIS operational and administrative processes.
  • Approving the allocation of CGIS financial resources to CGIS Regional offices based on their operating budget and expense plans, enabling CGIS to deliver the services and to purchase the appropriate capital assets needed to support present and anticipated future requirements.

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Performing a variety of budgetary formulation, analytical and administrative functions that require application of many different and unrelated budgetary, financial, and analytical techniques and methods
  • Developing and coordinating estimates, plans, justifications, special exhibits, and supplementary budget information for a wide range of appropriation budget submissions.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NOTE: Education cannot be substituted for experience at this grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
