Duties

As a Budget Analyst, you will:

  • Monitor, analyze, and evaluate budget execution with emphasis on Western's program objectives and resources, and proper cost accounting to ensure the accomplishment of objectives. Report to Regional Management and the Head Quarters (HQ).
  • Formulate, develop, review, coordinate, and edit budgets and revalidations for the Region including Net Zero, Operations & Maintenance, Construction, Purchase Power and Wheeling, Customer (Trust) and Other Federal Agency (Reimbursable) funds, utilizing all the technical information, budgetary policies, regulations and directives applicable to WAPA, Department of Energy (DOE) and Office of Management and Budget (OMB).
  • Evaluate monthly obligations, ceilings, expenditures, and outlays of all fund sources and monitors, analyze, and evaluate budget execution and oversees fiscal year end closing for assigned programs and prepares reports for input on financial statements, and cost allocations. Monitor the operation of major programs, including appropriated no-year funds, emergency funds, reimbursable funds, and customer funds for compliance with legislative authority. Independently responds to questions and inquiries from auditors, customers, HQ and Regional staff.
  • Analyze information for trends and deviations from management/customer plans; reconciles budget requirements and makes corrective adjustments. Present conclusions to management and stakeholders with recommendations to correct or enhance the trends disclosed in those reports. Evaluate monthly obligations, ceilings, expenditures, and outlays of all fund sources.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as:

  • Formulation, development, review, coordination, and editing of budgets which could include preparing budget estimates, writing justifications and impacts, tracking obligations, monitoring, analyzing, and evaluating budget execution, and preparing forecasts.
  • Identifying and recommending corrective actions for programmatic funding issues in an organization to management and stakeholders.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
