These positions are responsible for implementing, operating, and maintaining a single integrated financial information system in that it is responsive to user and customer needs.

Positions may be filled as career ladders or could be filled at the full performance level dependent upon the individual unit's needs. Example: The selecting official may select at any grade to include the full performance level of the position. However, not all positions will be filled at the highest grade level.

Responsibilities

Duties listed are at the full performance level.

Performs a variety of budget analysis functions such as assisting in the preparation of budget estimates and justifications; interpreting Office of Management and Budget (OMB) directives and circulars; providing information and advice to program managers; reviewing budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; and recommending reprogramming of funds as needed.

Identifies and analyzes trends to ensure that objectives of financial plans are being met and that funds are being properly and effectively used.

Prepares and provides formal presentation of budget or financial findings and recommendations.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

For the GS-7: One year of specialized experience equivalent to at least the GS-5 grade level; one full year of graduate level education; an appropriate combination of graduate level education and specialized experience; or Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Examples of specialized experience are: Assisting in activities such as planning, preparation, and maintenance of a unit budget; recommending transfer of funds between object class and functional accounts under the same appropriation or between appropriations; and/or assisting and participating in the development and planning of the unit's budget, including the use of an automated system to accomplish these tasks.

For the GS-9: One year of specialized experience equivalent to at least the GS-7 grade level; master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Examples of specialized experience are: Assisting with routine budget analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; providing required data and assistance in developing budget and program planning summaries; assisting in the review and coordination of budgetary documents, allocations, and operating budgets; and performing analysis of unit budget needs.

For the GS-11: One year of specialized experience equivalent to at least to the GS-9 grade level; Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Examples of specialized experience are: Performing routine budget analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; providing required data and assistance in developing budget and program planning summaries; assisting in the review and coordination of budgetary documents, allocations, and operating budgets; and performing analysis of unit needs, making recommendation for budget modifications, and creating allotments.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Final determination of duty station will be made by the selecting official at the time of job offer. Salary range as shown is the locality pay area of Rest of U.S. (RUS).
